As indicated in paragraph 3 of the specifications, the benefits are broken down as follows:
— management of waste management requests (paragraph 3.1 of the specifications);
— control and reporting of waste (paragraph 3.2 of the specifications);
— measurement and supervision (paragraph 3.3 of the specifications);
— waste disposal (paragraph 3.4 of the specifications).
The flat-rate benefits correspond to the fulfillment of all the benefits defined in paragraph 4.1, paragraph 4.2, paragraph 4.3 and paragraph 4.4 of the specifications within the limit of the overall estimated volume of the units of work mentioned in the table in paragraph 4.5 of the specification.
As indicated in paragraph 3.5.2 of the specifications, in the event of exceeding the estimated total annual volume of units of work, each overrun shall be remunerated for non-package benefits.
There is also a six-month extension option and a transfer of jurisdiction option (Tfin — two months).
As indicated in paragraph 1.2 of the specifications, the services covered by this contract relate to:
— assistance/advice to ECA waste producers (including ICPE312);
— the administrative control of the packages of CEA waste producers with a view to taking over and monitoring until the dossier is finalized;
— the planning and organization of pick-up transport;
— administrative control and reporting of waste packages produced by ICPE312 in the Caribbean software;
— spectrometric measurement on the Aries chain and monitoring of package/measurements;
— Simulation and validation of assembly of packages 7C or 1/4 basket (FMAVC), I2 or I1 (TFA), 870L bulk (MAVL) from primary packages;
— drafting of waste balance sheets, parcel file and technical note;
— the organisation of transport to the outlets or the return of parcels to producers;
— the drafting of training plans and the “waste” training of stakeholders on ICPE312.

As indicated in paragraph 4.1 of the specifications, there is a six-month extension option. This extension option may be waived by the CEA by registered mail with acknowledgement of receipt with two (2) months prior to the effective date.
As indicated in paragraph 4.2 of the specifications, an option for the transfer of jurisdiction at the end of the contract is provided. At the end of the contract, whether normal or anticipated of the market, the AEC or a third party mandated by it must be able to resume without difficulty the operation and management of the areas concerned by the supply.
It starts at the end date — two months.
During the two months, the holder will implement the services of knowledge transfer (updated documentation, training in the specific techniques of the site, support of the provider entering into his knowledge of the site...).
This option may be lifted two (2) months before the start of the transfer of skills phase, by sending a registered letter with acknowledgement of receipt addressed to the outgoing holder by the CEA.
