The Dynamic Procurement System (DPS) targets computers for office use (including workstations), mobile use (including tablets, laptops), monitors and other accessories, as well as product-related services for Hansel Oy customers with this request for participation and its annexes in accordance with.
The object of DPS is divided into two (2) independent of each other (sub-regions): 1. PCs of multi-device type brands and 2. Device type-independent computers.

All interested candidates may request the right to participate in a dynamic procurement system throughout the duration of the dynamic procurement system. There is no limit on the number of candidates eligible for DPS.
A candidate may apply for one or both classes of DPS. Hansel accepts all candidates for each category of DPS that meet the suitability requirements set for that category. A candidate shall not be admitted to DPS if the candidate is guilty or the person exercising its powers of representation, decision or control is guilty of any of the offences referred to in Section 80 of the Procurement Act (mandatory exclusion grounds). A candidate for discretionary exclusion within the meaning of Section 81 of the Procurement Act may not be accepted in the DPS.
DPS shall be valid until the date indicated in the procurement notice unless it is suspended (see Annex 2 Agreement for participation in a dynamic procurement system).
Hansel Oy's clients execute the procurement among candidates approved for the DPS category (subdivision) through intra-DPS competition, which may be scheduled for the entire acquisition phase of DPS. The acquisition phase of DPS will begin after the establishment phase (1 October 2021) and will end at the expiry of the DPS.
Contracts shall be concluded before the end of the dynamic procurement system. The contract may be valid for up to five (5) years after the end of the dynamic procurement system.
