The Assignment concerns a unburdening program for monument owners in the context of the sustainability task around the climate agreement. The contracting authority for this contract is the Cultural Heritage Agency of the Netherlands (RCE). The RCE is looking for advisory organisations that support and encourage owners of monuments to make investments in sustainability measures. Support amounts to an inventory of the sustainability options, advice for the best choices, guidance towards implementation and financing options, motivation and the removal of questions from the monument owners. Sustainability measures include both insulation and installations.
For this contract, the contracting authority follows the European public procurement procedure with the aim of concluding a framework agreement for the next three years with several contractors. The intention is that the Framework Agreement will take effect on 1 March 2023. Contractors who meet a minimum best price/quality ratio will be contracted. With this, the contracting authority wishes to contract a mixed pool of small companies (self-employed and SMEs) as the somewhat larger consultancies that have knowledge of sustainability in the monument sector and that can unburden monument owners in making their monumental real estate more sustainable.
