The Federal Republic of Germany - Federal Highway Administration - represented by Autobahn GmbH des Bundes, represented by DEGES Deutsche Einheit Fernstraßenplanungs- und -bau GmbH, intends to support the construction of the new federal motorway (A) 14 between the state borders with Saxony-Anhalt and Mecklenburg-Western Pomerania in the section of traffic unit (VKE) 1154 between the junction (AS) Wittenberge (with AS) and the AS Karstädt (without AS). Compensatory measures have been identified for the construction project.

The services to be provided include property planning for outdoor facilities in accordance with §39 HOAI service phases 1, 5 and 6 as well as special services provided by LPH. 1, 5 and 6.

In addition to the services according to the performance profile of service phase 1 according to HOAI, further special services must be provided in this service phase:

- Preparation of a functional specification from the upcoming planning approval decision in the form of a clear presentation of the contents, locations and deadlines of the measures,

- Access control and, if necessary, determination of required areas, if no access roads have been secured so far, and

- Creation of an overview of measures to present the status of implementation.

Services of work phases 5 and 6:

The measures listed in the table below must be planned and ready for implementation and the tender documents must be prepared in accordance with the DEGES regulations.

Special services of service phase 5:

Target/actual comparison between the planning approval and the implementation planning.

Special services of service phase 6:

Creation of an award concept in the sense of a sensible division of the measures to be implemented into tendering or implementation packages (lots).
