EPSO wishes to enter into a framework service contract for the provision of facilities for the EPSO certification tests for the years 2013, 2014, 2015 and 2016.

EPSO runs a yearly 'Certification' procedure, whereby a selected number of officials of the EU institutions (normally between 150 and 200) are required to go through a series of exams. 2 of the exams are written and take place on the same day and for all candidates at the same time. The first exam consists of a drafting exercise: candidates have to prepare in 3 hours — all at the same time — a report on a given (previously unknown) situation; the report has to be typed and formatted by each candidate on a PC in MS Word. Candidates use Azerty, Qwerty EN, Qwerty FR or Qwertz keyboards. The second exam is a multiple-choice question exam containing approximately 15 questions also delivered on computer.

Services to be covered include:

— renting of premises, equipment and other logistics. The facilities must be situated in Brussels (Belgium) and must be of easy access by public transport. Access and facilities for special needs candidates (e.g. limited mobility) are indispensable,

— rental of a large hall (+/- 500 m2) equipped with approximately 200 working stations.

The hall and PCs will be available on the whole day of the exam, the afternoon of the working day before and, in advance, on another day for a dry run in order to test the systems. In case of problems encountered during the dry run, a second day for a second dry run has to be foreseen.

The testing hall must be quiet and undisturbed during testing day.
