The Ministry of Trade, Industry and Fisheries (the Ministry) is considering allocating new aquaculture licences by auctions. The Ministry has tasked the Directorate of Fisheries (the Directorate) with facilitating simultaneous clock auctions, with the possibility to sell remaining capacity, if any. The Directorate needs external consultancy services to find the most efficient way to sell the capacity and in conducting the auction on behalf of the Ministry. Within this time frame, two simultaneous clock auctions will be conducted. In addition, there will possibly be some need for consulting services in the period between the auctions.
