The procurement has been announced as a tender contest where framework agreements will be signed per professional field (sub-contracts).
Whan a contest is set up in Mercell where sub-contracts will be signed, it is technically set up so that sub-contests must be held. Helfo has not organised this procurement as separate sub-contests, although several framework agreements will be signed (sub-contracts). The reason for this is mainly Helfo's need to be able to look at tenderers' total treatment offers. Therefore one sub-contest has been established (this, contest framework agreement), which makes up the entire contest in the procurement.
