The Ministry of the Interior and Kingdom Relations, the Building and Energy Department, and the Netherlands Enterprise Agency are jointly issuing this tender for the development of Modules for the national digital platform for making homes more sustainable, including the calculation core used on this platform.
The Building and Energy Directorate of the Interior and Kingdom Relations has under the Coalition Agreement the task of accelerating the energy transition in the built environment. Concrete agreements with sectors and social parties for this have been made in the Climate Agreement. The implementation of the agreements in the Climate Agreement for the built environment is the responsibility of the Ministry of the Interior and Kingdom Relations. The agreements contribute to the goal of removing 7 million homes and 1 million buildings from natural gas by 2050. That means insulating and using sustainable heat and electricity. As a first step, the first 1.5 million existing homes must be made more sustainable by 2030. The intention is that the investment in sustainability can be paid for from the proceeds of a lower energy bill. The Ministry of the Interior and Kingdom Relations shapes energy policy through, among other things, regulations, subsidies and programs and is responsible for the implementation of relevant European directives, such as the Energy Performance of Buildings Directive (EPBD), which regulates the energy label requirement for buildings.
