Within the German Aerospace Research Center, Internal Personnel and Organisational Development (POE) determines the general and strategic needs of DLR and advises internal users on which measures and interventions are expedient. External providers are usually commissioned to implement such measures. The subject of this tender is the award of process-accompanying measures, such as coaching, moderation, team development and support as well as organizational process support and special moderations, such as management feedback within the framework of an open-house model with the aim of pooling.
If the requirements regarding suitability and qualification (see award documents) are met, the participants will be included in the POE pool "Coaching and Process Support". From this POE pool, Personnel and Organizational Development proposes or selects suitable process support for specific concerns for the implementation of measures in the form of individual commissions on a case-by-case basis during the entire term (up to four years). The number of services to be commissioned is not binding and is subject to annual fluctuations.
Upon inclusion in the pool, each provider receives a corresponding lot-related framework agreement. Admission does not constitute a claim to a certain minimum order size or to a minimum order volume for the provider.
The services are divided into seven lots, which differ in complexity and accordingly in qualification requirements. Suppliers can apply for one, several or all lots. The decision on admission is made on the basis of the qualification certificates and requirements of the provider.
The contract period in the Open House begins on the day of admission to the POE pool "Coaching and Process Support" (at the earliest in February 2023). The end of the contract for all contracts is 31.01.2027.
