Description:
Development of a feasibility study for the development of degraded post-mining areas, for res and hydrogen production in order to develop an innovative circular economy

The subject of the contract is: "Development of a feasibility study for the development of degraded post-mining areas, for res and hydrogen production in order to develop an innovative circular economy." A description of the Ordering Party's needs and characteristics of the service being the subject of the contract is included in Appendix 2 to the PCA "Description of the Ordering Party's needs". Appendix No. 2 is an integral part of the PCA.

The Feasibility Study should contain at least the following points (these elements are non-negotiable):

1) the legal status enabling the implementation of the project being the subject of the Feasibility Study, in force on the date of submitting this study to the Ordering Party,

2) determining the legal possibility of implementing the project and receiving co-financing / grants / loans, in particular from public funds, including EU funds,

3) Identification of proposals for amendments to the legislation enabling the use of extractive waste for the production of hydrogen and other products

4) the essence and purpose of the project:

a. development and innovative aspects of undertakings,

b. benefits resulting from the implementation of the project,

c. assessment of the project's compliance with the assumptions contained in the EU Coal Regions in Transition initiative, the country's development policy and other governmental and EU strategic documents regarding the subject of the Feasibility Study,

5) product market analysis

a. characteristics of potential products,

b. market prospects,

c. anticipated competition,

d. pricing/sales policy,

6) analysis of the availability of post-mining areas and their condition in terms of their use in the project:

a. determining the possibility and method of development of degraded areas in terms of requirements resulting from applicable national and EU legal acts,

b. analysis of available data in order to choose the optimal place – post-mining area, for the future implementation of the project,

c. analysis of environmental factors and their impact on the implementation of the project,

d. analysis of social factors and their impact on the implementation of the project.

7) characteristics of the project:

a. identification and availability of technological solutions of the project,

b. selection of appropriate technology, its description and characteristics,

c. description of basic objects and devices as well as scale and process connections between individual technological nodes,

d. characteristics of products

e. raw materials – demand and availability,

f. mass and energy balance of technology,

g. a summary of production and consumption of raw materials and utilities,

h. basic technological indicators,

i. a list of basic technological equipment,

8. production plan:

a. organization of production,

b. production plan for the time horizon of the project,

9) organization and employment,

10) the schedule of the project,

11) analysis of the possibility of obtaining energy for the technological system,

a. the method of media supply,

b. the method of obtaining energy from RES for the purposes of the project,

12) ecological conditions for the implementation of the project,

a. characterisation of gaseous, liquid and solid waste,

b. the expected way of managing extractive waste and reducing emissions,

c. assessment of the impact of the project on the environment,

d. assessment of the possibility of placing the project into service,

e. LCA analysis for the technological system under consideration and comparative analysis for the reference system proposed by the Contractor,

13) financial analysis of the project,

14) risk analysis for the project,

15) analysis of social aspects of the project,
