Description:
Purchase of a low-emission bus by the Komorniki Municipality

The subject of the contract is the delivery of one brand new low-floor bus with a hybrid drive, environmentally friendly with a length of 11.8÷12.2 m maxI class for the implementation of the tasks of Przedsiębiorstwo Usług Komunalnych Komorniki Sp. z o. o.

The offered bus is to meet the technical and operational parameters specified in the applicable provisions of the Regulation of the Minister of Infrastructure of 31 December 2002 on the technical conditions of vehicles and the scope of their necessary equipment.

The offered bus is to be new – according to the definition from the Act of 20 June 1997 – Road Traffic Law, have a current EC vehicle type-approval certificate issued in accordance with the Regulation of the Minister of Transport, Construction and Maritime Economy of 25 March 2013 on the type approval of motor vehicles and trailers and their equipment or parts, and meet the requirements resulting from the exhaust emission standard of at least EURO 6.

As part of the contract, the Contractor will also be obliged to

1) conducting at least a two-day training of 4 employees appointed by the Ordering Party in the scope of ongoing maintenance and repairs of the bus (electrical, mechanical and bodywork) being the subject of the order. Theoretical and practical training will be carried out at the headquarters of PUK Komorniki Sp.o.o. using the bus being the subject of the delivery, multimedia and traditional materials in the amount of not less than 64 clock hours. The exact date of the training shall be determined by the Parties. The training is carried out only on working days from 7.00 to 15.00. The training will take place in Polish. Conducting the training will be confirmed in writing by the Contractor and training participants in writing under pain of nullity;

2) granting the Ordering Party an ASO service authorization for internal purposes. The Contractor is obliged to grant the Ordering Party authorization to perform technical maintenance and warranty repairs of the delivered bus on terms no less favorable for the Ordering Party than those specified in Annex 2 to the contract;

3) delivery of electronic equipment (dedicated devices and systems), additional equipment in connection with the authorization granted, including instrumentation, diagnostic equipment (engine, gearbox, CAN installation, pneumatic system), specialized tools necessary to perform technical maintenance and warranty repairs of buses, as well as software (full licenses) and necessary devices using this software, according to the requirements arising from the Annex 1 to the contract and the provision of software updates for at least the duration of the warranty;

4) providing dedicated electronic equipment and systems for preparing and loading scheduled data and voice announcements - in accordance with the requirements resulting from Annex 1 to the contract - enabling the functioning of the bus under the Poznań Electronic Agglomeration Card PEKA within the public transport Authority in Poznań, additional equipment in connection with the authorization granted and software (full licenses);

5) providing a bus monitoring system that meets the conditions set out in detail in Annex 2 to the contract;

6) provide the Ordering Party with the vehicle with full repair and maintenance documentation in Polish, media with software and devices necessary to operate the purchased bus, in accordance with Annex 1 to the contract, as well as documentation which, in accordance with Polish law, allows their operation and registration on the Polish market. Lack of the above-mentioned documentation will result in postponing the date of bus collection due to the Fault of the Contractor, which will be tantamount to improper performance of the delivery contract by the Contractor.

The Contracting Authority emphasizes that the subject of the contract is the extension of the fleet owned by PUK Komorniki Sp. o.o., which is operated under the Poznań Electronic Agglomeration Card within the Poznań Public Transport Authority, therefore the bus must be prepared for installation by the Contractor of the following device: On-board Computer, type: SRG 5000/1. The Ordering Party shall independently deliver the above device to the Contractor to the address indicated by the Contractor, after setting a deadline by phone, but no later than 60 days before the planned collection of the bus. The transfer will take place on the basis of the handover protocols. The Contractor will be obliged to install the above-mentioned device in the offered bus by the date of its collection.

A detailed description of the subject of the contract can be found in Annexes 1 and 2 to the contract, while the Contractor who refers to solutions equivalent to those described by the Ordering Party is obliged to demonstrate that the supplies offered by him meet the requirements of swz.
