This is for the provision of equipment, free at the point of issue to the citizens of Birmingham. The requirements of the commissioning partners (Birmingham City Council and the NHS commissioning bodies in Birmingham) are for the quality and standards of services related to the provision of publicly funded Community Equipment. Primarily, the provision of a logistics service that supports an equitable and accessible integrated community equipment service for the provision free of charge of equipment on loan or on single issue to people of Birmingham who meet the agreed criteria, based on good practice and meeting national and local standards and performance indicators. Access to these aids is through a named group of Occupational Therapists, Physiotherapists and Nurses who are authorised to assess needs and place orders for equipment and determine when equipment should be returned.
Commissioners are seeking a Provider that is also able to deliver a wider portfolio of services that:
— address the needs of the growing self funder market including people on Individualised Budgets for access to trustworthy and cost effective providers of equipment for purchase. This should include mechanisms for the sale or hire of second-hand equipment to increase rates of recycling and environmental friendliness and increase affordability,
— provide demonstration sites or other mechanisms for individuals to test equipment prior to purchase,
— provide low cost but chargeable Handyperson or Home Improvement Services for vulnerable people.
