"Collection and management of municipal waste from inhabited properties and real estate on which summer houses are located, in the Commune of Uniejów in 2023".

The subject of the contract includes the collection, transport and management of municipal waste from inhabited properties and real estate on which summer houses are located, in the municipality of Uniejów. As part of the contract, the Contractor is obliged to collect, transport and manage any amount of municipal waste from all inhabited properties and properties on which there are summer houses, or other properties used for recreational purposes, used only for part of the year, located in the Uniejów Municipality.It is also required to collect waste that has been placed next to containers in bags, when they did not fit in containers. It is also required to collect segregated fractions both in bags and in private containers appropriately marked. As part of the service, the Contractor undertakes to empty the baskets located at the bus shelters in the City and Commune of Uniejów. A detailed description of the subject of the contract and the list of locations of bus shelters can be found in Annex 8 to the SWZ. Collection of municipal waste. The subject of the contract includes the collection of municipal waste, i.e. municipal waste collected in a non-selective manner (mixed municipal waste), municipal waste collected in a selective manner. Detailed information is included in Annex 8 to the SWZ.

As part of the contract, the Contractor is obliged to collect, transport and manage any amount of municipal waste from all inhabited properties and real estate on which there are summer houses, or other properties used for recreational purposes, used only for part of the year, located in the Uniejów Commune. It is also required to collect waste that has been placed next to containers in bags when it does not fit in the containers. It is also required to collect segregated fractions both in bags and in private containers appropriately marked. As part of the service, the Contractor undertakes to empty the baskets located at the bus shelters in the City and Commune of Uniejów. A detailed description of the subject of the contract and the list of locations of bus shelters can be found in Annex 8 to the SWZ. 3Disciplinary waste collection. The subject of the contract includes the collection of municipal waste, i.e. municipal waste collected in a non-selective manner (mixed municipal waste), municipal waste collected in a selective manner. Detailed information is included in Annex 8 to the SWZ. The contractor is obliged to estimate the waste stream in individual fractions, taking into account: the estimated data indicated in Annex 8 to this SWZ, the forecast of the municipal waste stream for rural areas contained in the currently applicable Waste Management Plan for the Łódź Voivodeship. It is expected that the volume of waste during the term of the contract may change. Frequency of waste collection. The Contractor will collect municipal waste from properties where residents live and from properties where there are summer houses or other properties used for recreational purposes (used only for part of the year) with the frequency set out in the schedule approved by the Ordering Party. Depending on the place of collection and the types of waste, they will be collected once or twice a month, once every six months or after prior telephone notification. In addition, the Contractor undertakes to empty the baskets located at the bus shelters with a frequency of not less than once a month. In the event of filling the bins with waste, the Contractor is obliged to call the Ordering Party by phone to empty the above-mentioned bins. The frequency of waste collection is specified in detail in Annex 8 to this SWZ. Organization and maintenance of a municipal selective waste collection point. The Contractor is obliged by 1 January 2023 to organize, equip, maintain and operate a municipal selective collection point for municipal waste. Detailed information is included in Annex 8 to the SWZ. The costs of waste management accepted to PSZOK will be borne by the Contractor. The Contractor is obliged to: prepare and submit annual reports together with a photocopy of waste transfer cards confirming the method of managing a given amount and type of waste received; keeping records of waste in accordance with the concessions and permits held and documentation of waste management established in separate regulations; keeping a system of records of waste transferred to PSZOK (at least the type and amount of waste transferred, the origin of waste and submitting monthly reports specifying the type and amount of waste accepted, the origin of waste and places of its management); have a current permit for the activities carried out at PSZOK and related to waste management and notify the Ordering Party of changes in permits limiting the performance of the accepted obligations; The Contractor is obliged to respect the provisions on environmental protection and traffic safety during the performance of the contract. Fees and penalties for exceeding the standards set out in the relevant environmental protection regulations during the implementation of the standards specified in the relevant environmental protection regulations shall be borne by the Contractor; maintain the continuity of service provision during the period of the concluded contract; perform the subject of the contract in a professional manner, not causing unnecessary nuisance and limiting the inconvenience to society to the necessary minimum; The Contractor is obliged to install by 1 January 2023 on the computer station indicated by the Ordering Party computer software enabling the current reading of monitoring based on the satellite positioning system enabling permanent recording, storage and reading of data on the location of vehicles and parking places as well as sensors recording data on waste unloading sites in order to verify the correctness of the provision of the service in accordance with the the subject of the contract. bearing full responsibility towards the Ordering Party and third parties for damage to the property and health of third parties arising during and in connection with the implementation of the subject of the contract. Waste management. The Contractor is obliged to manage municipal waste in accordance with the guidelines contained in the detailed description of the subject of the contract. Equipping the property with bags for collecting municipal waste. The Contractor is obliged to equip free of charge with bags for selective waste collection. Schedule of waste disposal. The Contractor shall submit a detailed schedule for the collection of mixed and segregated waste, with an indication of: localities and dates of collection of municipal waste. The Contracting Authority undertakes to publish the schedules on the Office's website. The Contractor will also be obliged to distribute other documents related to the waste management system to property owners, unless they require confirmation of receipt. Reporting. The Contractor is obliged to submit reports and reports to the Ordering Party. NOTE: The figures for the amount of municipal waste are indicative. A detailed description of the subject of the contract is included in Appendix No. 8 - Detailed Description of the Subject of the Order. The contractor must foresee all the circumstances which may affect the price of the contract. Tenderers are therefore required to check the conditions for the performance of the contract in great detail. Tenderers are advised to read the Tender Specifications in detail, obtain all the information necessary for the proper preparation of the offer and check and verify the documentation and immediately inform the Ordering Party about any errors and omissions. The Contractor may not use errors or omissions in the documentation, and should immediately notify the Ordering Party about their detection, which will make appropriate changes or corrections. Information on entrusting the Contractor with the performance of part of the contract to subcontractors: In this case, the Contractor is obliged to show in the offer form the part of the contract, the performance of which it intends to entrust to subcontractors. If the need to entrust subcontractors with the implementation of an element of the contract arose during the performance of the contract, it requires the written consent of the Contracting Authority.The Ordering Party does not provide for the requirements referred to in Article 96 of the PPL Act. The Ordering Party does not require the submission of offers in the form of electronic catalogs or the attachment of electronic catalogs to the offer, as well as does not allow such a possibility. Language in which tenders may be drawn up in the proceedings: language of the Polish. The Contracting Authority informs that it does not intend to carry out an on-site inspection before initiating the procedure. On the base. Article 95(1) of the PPL Act, the Contracting Authority requires the Contractor or a subcontractor to employ persons performing the activities indicated by the Ordering Party in the scope of the contract, if the performance of these activities consists in performing work in the manner specified in Article 22 § 1 of the Act of 26 June 1974 – Labour Code (i.e. Journal of Laws of 2022, item 1510, as amended), i.e. - the activities of an employee responsible for the provision of services, i.e. authorized to drive vehicles, holding a driving license of category C or C + E, in accordance with the Act of 20 June 1997. Road traffic law – min. 5 persons. - activities of an employee involved in coordinating the contractor's tasks in the scope of contract performance, in particular supervision over the proper implementation of the service - min. 1 person. - activities of an employee covering the day-to-day service of residents, in particular the ongoing update of the list of operated properties and containers, preparation of reports and settlements – min. 1 person. This obligation also applies to subcontractors – the contractor is obliged to include in each subcontract appropriate provisions obliging subcontractors to employ all persons performing the above-mentioned activities under the employment contract. a) The Ordering Party requires submission within 10 days to the date of signing the contract of a written statement (list) of persons directed to perform the contract employed under the employment contract, specifying the name and surname of the employee and the scope of activities. b) The requirement of employment under a contract of employment referred to above must be fulfilled throughout the period of performance of the subject of the contract. c) In the event of a change of persons during the term of the contract, the Contractor is obliged to update the statement containing a personal indication of the persons appointed to carry out the above-mentioned activities. d) Failure by the Contractor to submit the statements specified in points a) and c) will be treated as a failure to comply with the obligation to employ employees under the contractIn the event of justified doubts as to the compliance with labor law by the Contractor or Subcontractor, the Ordering Party may request an inspection by the National Labor Inspectorate
