The subject of the contract is the expansion and modernization of the Piła Krzewina substation along with the switching of the 400 kV Piła Krzewina-Plewiska line operating at 220 kV to 400 kV.
1. The subject of the Order includes the extension of the 400 kV switchgear by 3 (three) branches, i.e.: branches No. 1, 2 and 5 along with the construction of 2 (two) stations for new 400/110/15 kV 330 MVA autotransformers, one station for the 400 kV 150 Mvar reactor, including the connection of both AT with the 400 kV and 110 kV switchgear and the reactor with the 400 kV switchgear. The investment task also includes: replacement of 220 kV voltage transformers and 220 kV surge arresters with voltage transformers and 400 kV switchgears in branches 3 and 4 of the 400 kV switchgear, along with connecting branches 3 and 4 with branches 1, 2 and 5 and commissioning for operation at 400 kV. The above works require the execution of the necessary transition systems at the 400 kV, 220 kV and 110 kV switchgears and in the related substations Plewiska, Bydgoszcz, Dunowo, Żydowo Kierzkowo, a phased reconstruction of the 110 kV switchgear along with the extension, reconstruction and adaptation of the substation infrastructure, as well as dismantling and utilization of AT1 and AT2, demolition of: the existing R220 kV, the control room building, auxiliary buildings and other unused substation infrastructure. In addition, the Subject of the Contract contains option rights for the performance of an additional scope of work (Option Law No. 1: - covering the scope of works related to the construction and equipment of the 110 kV bay for the purpose of connecting the Wałcz BIG Wind Farm. Option Law No. 2: - covering the scope of works related to the temporary introduction of one circuit of the 400 kV DUN-PKW line to the 220 kV switchgear in SE Piła Krzewina and its commissioning at 220 kV and Option Law No. 3: - Supervision Option) and Scope to be withdrawn. Detailed requirements regarding the option and the Scope for withdrawal are contained in Parts II and IV of the Terms of Reference.

3. Each time, in all cases where the Contracting Authority describing the subject of the contract by reference to standards, technical assessments, technical specifications and technical reference systems referred to in Article 101 (1) (2) and paragraph 3 of the Act the Contracting Authority permits solutions equivalent to the described, if they allow to obtain characteristics or parameters not worse than those recalled. The above means that the contractor may apply the solutions described by the Ordering Party “or equivalent”.
4. Pursuant to Article 101 (5) of the Act, the Contractor who invokes the equivalent solutions described by the Contracting Authority shall demonstrate that the supplies, services or works offered by him meet the requirements laid down by the Contracting Authority, provided that the Contractor proves in an offer, in particular by means of evidence in question referred to in Articles 104-107 of the Act, that the proposed solutions
to an equivalent extent meet the requirements set out in the description of the subject of the contract.
