The Helsinki Region Transport Joint Municipal Authority (HSL) will request your offer for the data collection of the mobility survey 2023 in accordance with this invitation to tender.

The Mobility Survey 2023 is a survey aimed at producing versatile and reliable information on the mobility patterns of residents of the 15 municipalities in the Helsinki region and their changes. The study will find out how many trips people make during the day, where they go and what modes of transport they use. The study covers all modes of transport, i.e. passenger cars, public transport, cycling and walking. The survey is carried out as a travel log survey: the respondent reports in the survey all the trips he made to him during the survey day selected for him. In addition, the respondent is asked for various background information and other information related to movement.
A sample of 40,100 residents aged 7 or over in the Helsinki region are selected from the Population Information System. A letter of invitation to the study will be sent to the sample persons in the mail. The survey can be answered either by an online survey or by telephone interview. The data collection will be carried out in September-December 2023. In March-April 2023, a pilot study will be conducted with a smaller population sample.
The results of the study are an important source of information in the transport system design of the Helsinki region and in the development of the traffic forecast model for the region at HSL. Mobility studies have been carried out every few years since 1966. The 2023 study provides valuable information on the mobility of residents of the Helsinki region in a new situation where the coronavirus pandemic has changed the movement of people and the use of modes of transport in a fundamental way.
The target of the procurement is the implementation of the Mobility Survey 2023 data collection. As the response rates of surveys are constantly decreasing and the travel log format of the survey is demanding, the high-quality implementation of data collection is of paramount importance. The main tasks are:
•Building and maintaining a survey tool and response database during data collection
o Technically and visually high-quality, browser-based travel log survey tool tailored to mobility research needs with features defined by HSL
o The survey tool is used by both web respondents and phone interviewers
•Carrying out data collection (including a pilot study) with the main tasks:
o Folding, printing and mailing of accompanying materials
o Implementation of telephone interviews
o Providing support for respondents
•Monitoring and reporting on the quantity and quality of the accumulated data
•Quality checks and modifications of the collected material, geocoding of addresses and extension of the material to the population
•Production of key statistical indicators and distributions from extended research data.
The options for the acquisition are:
•Increasing sample size (price for an additional sample of 100 people)
•Mailing a bear letter and adding a paper form as a response method on a bear tour
•Repeating data collection either in 2025 or 2026.
