Since 1.1.2014, the age limit for selling alcohol and tobacco has been set at 18 years. This means that alcoholic beverages and tobacco (including e-cigarettes and herbal smoking products) may not be provided to persons under the age of 18. This age limit is a legal limit to which providers of alcoholic beverages and tobacco must comply. In addition, the possession or use of alcoholic beverages is punishable by young people under 18.

To measure the level of compliance with the age limit for the sale of alcohol (spirits and spirits) and tobacco, compliance surveys 2020 and 2022 are being conducted. The results of this can be used to determine the extent to which alcohol and tobacco providers are complying with the law and (risk-oriented) interventions can be set up.

A total budget of EUR 600,000 excluding VAT is available for carrying out the compliance investigation. This amount will be subdivided as follows:

- for alcohol, a total budget of EUR 400,000 excluding VAT is available, divided into 2 surveys,

- for tobacco, a total budget of EUR 200,000 excluding VAT is available, divided into 2 surveys.

Optional: the client can decide to have additional research carried out in 2021 and / or 2023. The contract value of the additional studies is expected to be comparable to the studies for the year 2020 and 2022. This depends on the research results of the studies into tobacco and alcohol 2020 and 2022. It may therefore be that the additional assignments only have to be partially be carried out and the tobacco and alcohol topics separately. Any additional investigations in 2021 and / or 2023 fall within the scope of the tender, but outside the stated budget (EUR 600,000 excl. VAT).
