Renovation incorporating the principles of the circular economy of a complex of seven Art Deco buildings dating from 1923 and composed of 52 social housing units and a trade and redevelopment of the collective garden.

For this project author assignment, the contracting authority wishes to designate a multidisciplinary team composed of an architect, a stability engineer, an engineer in special techniques, an EPB advisor, a health safety coordinator, a circular economy adviser.

The contracting authority wishes to have a direct contractual link with [the architect (If the contract does not require an architect the architectural design office, the stability engineer, the engineer in special techniques, (possibly other — do not put those for whom subcontracting is authorised))).

In the event that the specific personnel necessary to carry out all of the planned assignments do not meet within the same professional structure, a team of participants is formed into a group of economic operators.

The person who will represent the group with regard to the contracting authority, and who will be responsible for coordinating the studies and services carried out by the other members of the group is the architect.

Applications which do not guarantee the contracting authority from the selection phase to benefit from this direct contractual link will be rejected.

However, subcontracting is authorized for the following missions: a stability engineer, a stability engineer, a special engineering engineer, an engineer in special techniques, an ILL adviser, an ILL coor, a health safety coordinator, and a health safety diner, and an economics advisor circular.

The attention of economic operators submitting several applications (i) in isolation and in grouping with other economic operators, or (ii) within differently composed groupings) and groups in which they participate is drawn to the prohibition of multiple participations at the stage of submission of tenders by Article 54, paragraph 2, of the Royal Decree of 18.4.2017. The consequence of this prohibition is that tenders submitted by tenderers concerned by a multiple participation must all be rejected.

If the two candidates concerned by the multiple participation of an economic operator are selected, the latter may only submit an offer in the context of one of the two candidates. Applicants concerned must anticipate this situation to avoid rejection of their offer.

In case of multiple participation of one or more economic operators, the selection procedure will take place as follows:

1) firstly, the contracting authority will analyze and provisionally classify the candidates concerned, taking into account any duplication;

2) in a second step, he will inform the groups concerned by a risk of double offer of their provisional classification and will invite operators present in several groups to choose the one by which the offer is introduced;

3) thirdly, he will proceed to the final classification of the candidacies after the withdrawal of one or more groups concerned by the risk of a double offer and will invite the various candidates to formulate an offer.
