The services of the contractor (AN) include the technical commissioning management (TIBM) acc. Technical commissioning management according to AHO booklet no. 19, status Jan. 2018 i. V. m. AHO booklet No. 9, status 2014 for the new building of a media house on the campus of JGU Mainz.
In addition to the services of the TIBM acc. Technical monitoring (TMon) (for 2 years from the commissioning of the building) according to AMEV Technical Monitoring 2017, recommendation no. 135 is optionally commissioned and accessed separately as required. The decision to commission technical monitoring is made in coordination with the user and the contractor in project stage (PS) 2.
In order to concentrate the media research institutions of Mainz-Johannes Gutenberg University and Mainz University of Applied Sciences, which are currently spread over 7 locations, a new media house is to be built on the JGU campus. The location for this is the property next to the Faculty of Philosophy (building 1141). The property borders the busy main access road from Mainz (Saarstrasse) and the tram line Mainzelbahn.
The existing buildings currently on the relevant construction site will be completely dismantled. The dismantling is not part of this tender.
The following uses are to be accommodated in the new building:
- Production rooms, studios (audio, video) with associated storage rooms;
- blue screen studio;
- workshop rooms with associated storage rooms;
- editing and viewing areas (film and sound);
- multimedia laboratories;
- multimedia lecture hall with storage room (approx. 220 sqm);
- PC pool / e-exams room;
- conference and seminar rooms;
- office space.
The technical commissioning management extends to all energy-relevant and functional plants and systems of the following plant groups:
- heat supply systems;
- ventilation systems;
- high-voltage systems;
- Telecommunications and information technology systems;
- conveyors;
- Usage-specific systems (especially media technology);
- Building automation.
A space requirements plan, QBA and operational descriptions were created for the measure.

KG 300: approx. EUR 30 million gross
KG 400: approx. EUR 15 million gross

The building should be planned and built sustainably. The federal government's guideline for sustainable building should be applied accordingly (BNB new teaching building UN 2017).
The following aspects of the Sustainable Building Assessment System (BNB) should be considered / reference building for the new UN 2017 classroom building:
- BNB profile No. 1.2.3 - Drinking water requirements and waste water supply;
- BNB profile No. 2.2.2 - adaptability;
- BNB profile No. 3.2.1 - accessibility;
- BNB profile No. 4.1.6 - Ease of use and maintenance of the TGA;
- BNB profile No. 5.2.3 - Systematic commissioning.
A certification according to BNB is not planned. The involvement of an NBB coordinator is not planned.
The client reserves the right to commission a general contractor to carry out the construction project.
The involvement of a project controller is planned. The award procedure is expected to be completed by the time the contract for technical commissioning management is concluded.
