Bergen Vann KF operates the municipal water and sewage facilities in Bergen and Os Municipalities. The organisation must ensure good and satisfactory water supply and good and environmentally correct sewage treatment. The organisation has approx. 159 full-time equivalent and the turnover is approx. 294 000 000 NOK per annum.

Bergen Vann KF is a municipal company in Bergen Municipality. Bergen Vann KF is currently localised in Spelhaugen 22 and at numerous water treatment and sewage treatment facilities.

The procurement concerns the purchase of contractor services.

The annual contract value is 12 500 000 NOK.

Bergen Vann (hereafter called BV), wants to enter into a Framework Agreement with a contractor in connection with the repair of leaks in water and sewage pipelines.

The works primarily consist of point excavation on operational systems in built-up areas where the works may conflict with other infrastructure.

It may also be relevant to award other operations related W&S assignments.

The work is part of the stand-by scheme for water supply and sewage transport in Bergen and Os municipality.

In addition, the contract must cover necessary asphalting services for Bergen Vann KF.

Scope of the contract:

The total scope of the procurement is approx. 12 500 000 NOK per year. Depending on received tenders, we will utilise the possibility to select either 1 or 2 contractors. With the selection of two contractors (Alternative 1), 1 contractor will deliver during even number weeks and the other in odd number weeks. With the selection of 1 contractor (Alternative 2), the requested services will be delivered by this contractor all weeks, year round. Consequently the work volume will be halved for each of the contractors if two contractors are selected instead of one.

The contractors are requested to price both of the alternatives, but tenders may also be submitted for just one (see Point 8.1 in the tender documentation).

Regular assignments include the following:

— deliver and install security materials according to the prepared work notification plan. Remove exposed materials when work is completed,

— acquire traffic management when required,

— environmentally correct management of excavated masses/materials according to the applicable regulations,

— shoring/securing of ditches and other infrastructure (cables, manholes, foundations, etc.),

— refilling of ditches,

— temporary road surface and maintenance of this until the final surface is established,

— levelling, minor concrete works, implementation of necessary reinforcements,

— asphalting of accident scenes according to the applicable regulations and standards from the road owner,

— laying of paving stones, levelling, revegetation, etc. that is necessary to repair damage sites to original condition.

About the leakage repairs:

Approx. 50 % of water pipe ruptures are acute and must be prepared as stand-by measure.

The rupture statistics for the last 4 years (2014-2018) show an average of 135 ruptures per annum. The work is seasonal and more than 50 % of the ruptures occur between November and February. In the last 4 years (2014-2018) 2 or more repairs have been carried out on the same day, altogether 160 times.

In cold period, more ruptures usually occur. The maximum number of ruptures occurred in 2010. 250 water pipe ruptures were repaired.

Approx. 55 % of the ruptures on municipal roads, 15 % on County roads. Less than 1 % of the ruptures occur on National and County roads.

The repair time for leaks varies greatly depending on conditions such as access, location, depth and other infrastructure, etc. If the leak is 'normal', the time spent can be stipulated to be approx. 10 hours (without having established a final surface/restoration).

BV is responsible for the following:

— show the point of excavation,

— creates the work notification plan,

— seeks excavation permits,

— obtains cable-maps,

— notified emergency agencies and road owners,

— the plumbing work and repair of the water and sewage pipeline

— asbestos clearance.
