The Stornoway Port Authority is looking to appoint a suitably qualified engineer-led design team to develop Newton Basin by adding additional berth facilities allocated to summer visitors. The project is to consist of dredging works to create a navigation channel and pontoons for berthing and storage for up to 70 vessels, along with rock armouring protection to the pontoons and areas that are to be reclaimed for new hard standing. Estimated construction value of 6 000 000 GBP.
This is an Open tender and submissions will be assessed in 2 stages.
The first stage will assess the relevant information, experience and expertise of the lead consultant and subconsultants, based on the responses to the ESPD.
All subcontractors proposed by the lead consultant must complete an ESPD.
Those who do not meet the pass requirements will not be considered further in the quality assessment at stage 2. Please refer to Annex 2a and 2b.
The second stage (Tender Evaluation) will be assessed on the basis of Quality 70 % and Cost 30 %. Please refer to the Invite to Tender (ITT) document Annex 2c Quality Submission Requirements.
