This tender concerns two framework agreements on advice related to separate sewerage projects and major urban development projects in Hillerød. A bidder cannot be awarded both framework agreements. Contracting are Hillerød Sewage, Hillerød Water and Hillerød Heat. The value of advisory fees performed on the framework agreements is assessed as a starting point to be an average of DKK 9,500,000 excluding VAT per year (50% for each framework agreement) equivalent to a total value of DKK 57,000,000 excluding VAT for the duration of the Framework Agreements. The value of the maximum procurement over the term of the Framework Agreements is estimated at DKK 70,000,000 excluding VAT (50% for each framework agreement).
The contractual basis enters into a Partnership Agreement. The advisors are obliged to accede to the Partnership Agreement.
The term of the framework agreements is 6 years (expected from August 2022 to August 2028) and is tendered by negotiation. Contracting entities want to pre-qualify max 5 applicants.

The contracting is Hillerød Spildevand A/S, Hillerød Vand A/S and Hillerød Værme A/S, which wish to offer two framework agreements to two (different) advisors for advice in carrying out renovation and the new establishment of wastewater and heating lines. The same adviser cannot win both framework agreements.
Submitters of the offer with best price to quality ratio are awarded Framework Agreement 1 and shall be consigned by the offer with the next best price to quality ratio, Framework Agreement 2. See the terms of offer and concept description. Various counseling services will be needed for planning tasks, design, construction management and supervision. Hillerød Supply wants to create a better mode of cooperation on a number of construction projects, based on the partnering mindset. The framework agreements shall be concluded on the basis of ABR18 and under contract terms, as set out in the 'Draft Framework Agreement' of the tender material. The value of advisory fees performed on the framework agreements is assessed as a starting point to be an average of DKK 9,500,000 excluding VAT per year (50% for each framework agreement) equivalent to a total value of DKK 57,000,000 excluding VAT for the duration of the Framework Agreements. In addition, the contractual basis concludes a Partnership Agreement. Advisers are obliged to accede to the Partnership Agreement at allonge thereto.
The framework agreement has a term of 6 years and is expected to run from August 2022 to August 2028.
The framework agreements shall be offered by negotiated tenders. Contracting entities want to pre-qualify a maximum of 5 applicants who will be encouraged to make (initial) offers.
