Planning, construction and maintenance services for new construction of a gate repair dock with gate berths in Brunsbüttel in a cross-life partnership model (planning, building - operation, public transport).

The object of the present award procedure is the holistic allocation of planning, construction and maintenance for the new gate repair docks (TID) with goal berths (TLP) in Brunsbüttel. According to the provisions of Section 2 of the VOB/A, the award procedure takes place as a negotiated procedure with an upstream competition for participation.

The new building must be planned and built according to the specifications of the functional service description and made available to the client for a period of 20 years from the defect-free handover of the relevant objects, including selected maintenance services. With the offer, concepts must be presented with which the bidder should present and explain the planned service provision for the respective service sector in a comprehensible manner. The technical requirements can be found in the tender documents, in particular in the service description planning and construction (including the systems) and in the service description maintenance (including the systems).

The planning developed by the client so far is made available to the applicants in the form of draft execution document (“draft AU”) for the gate repair dock (“draft AU TID”) and for the goal berths (“Draft AU TLP”).

This is a reference planning that can be adopted by the bidder. The bidder may also offer alternative planning in the offer, whereby the specifications of the functional service description must be observed.

The reference planning is confidential and is therefore only made available upon sending the confidentiality declaration signed by the applicant (document T1-A-1.2). Confidential documents were marked accordingly in the list of tender documents (document T1-A-1.0). The declaration of confidentiality must be submitted via the announcement function of the awarding platform as a PDF file with the subject: Confidentiality declaration in the award procedure “New gate repair dock (TID) with goal berths (TLP) in Brunsbüttel”.

In addition to planning, structural and maintenance-related requirements, the focus is on the cost-effectiveness of the project over the entire contract period. Bidders are encouraged to optimize their offers from a life-cycle perspective.
