Planning, engineering and other services for the construction of a passive NGA infrastructure (FTTB) for the city of Schwäbisch Hall
The client plans to set up an NGA network (FTTB) for the Zweckverband Breitband Landkreis Schwäbisch Hall in the municipal area of the city of Schwäbisch Hall. The aim is to eliminate still existing white NGA stains and to develop school sites and industrial estates in grey NGA spots in accordance with the special appeals of federal funding.
In addition, all connections in the aforementioned expansion project, which are considered eligible in so-called "grey NGA spots" according to the new pick-up threshold of 100 Mbit/s in the download, must also be included in the planning process by the contractor. The requirements of the funding provider from the information sheet on the upgrade for grant recipients in the so-called White Spots Funding Program must be implemented by the contractor.
The project is to be funded according to the guideline “Funding to support broadband expansion in the Federal Republic of Germany” and according to the “Administrative regulation of the Ministry of the Interior for co-financing the funding from the directive to support broadband expansion in the Federal Republic of Germany (VwV broadband co-financing)” will be. The preliminary federal funding decision and the grant notice from the state of Baden-Württemberg for the project are attached to the grant notices.
The client created a comprehensive FTTB structural plan and an expansion concept. This current planning status is to be converted into an approval plan. The project consists of a lot with the following dimensions:
- New track construction (paved surface): approx. 39,700.00 m
- New track construction (unpaved surface): approx. 11,190.00 m
- Cable feed into existing conduits
(if necessary parallel feed in the same route): approx. 14,540.00 m
- PREFABRICATED POP buildings and/or cabinets: 7 pieces
- Number of house connections according to funding procedure: 176 pieces
About 25 house connections can be affected by the upgrade of house connections in the so-called grey spots as part of the so-called white spots funding program.
The planning status is communicated accordingly with the request to participate in the negotiation process and submission of an initial offer in the next procedural step.
The subject of this tender is the procurement of the following services:
(1) Further planning and engineering services that have not yet been provided for the construction of a passive NGA network infrastructure (FTTB) on the client's authority, taking into account the specific requirements of the aforementioned funding programs and the client.
(2) House connection management - in particular contact determination including updating customer data, making appointments, inspecting the building in the course of planning, coordinating the routing of private property, as well as defining and coordinating the building entry and transfer point / s NE 3 / NE 4 including documentation of the inspection and coordination with the signature of the property owner, Processing of complaints and recording of changes.
(3) Occupational safety management - provision of services in accordance with the construction site ordinance based on the AHO service profile. In particular, assumption of coordination tasks according to Section 3 BaustellV with regard to the measures provided for in Section 2 Paragraph 1 BaustellV as well as elaboration of the safety and health protection plan, compilation of the documents, making the necessary adjustments to the same, analysis of the preliminary or draft plans and determination of interactions relevant to occupational safety and health , Preparation and participation in the allocation of safety-related facilities as well as review of offers in terms of safety and related tasks.
4) Quality management – Quality features / requirements must be agreed in cooperation between the client and the contractor. Target values for the measurement of quality characteristics must be defined and fine-tuned. Procedures and resources for quality control, assurance and improvement shall be established. This also includes quality control, quality assurance and quality improvement.
(5) Project management - implementation of the entire project management and coordination of all technical participants
