The Directorate for Building Quality (DiBK) is a national competence centre in buildings and a central authority in several areas within the building part of the Planning and Building Act. Our vision is good buildings for a good community, and our role is to show the way to good buildings and surroundings. Through interaction with those who build, authorities, and professional environments, we develop knowledge, building rules and processes that promote quality. We have approx. 90 employees and are under the Ministry of Local Government and Modernisation. The directorate has offices in Oslo and Gjøvik.

The Directorate for Building Quality (DiBK) has established a digital service for document flow and automatic checks of building applications before they are sent to the municipality called Fellestjenester BYGG, with Altinn as the base platform. In addition to Altinn, KS' FIKS services are used (Svarut/Svarinn) for digital forwarding of applications and a dialogue between the applicant and the municipality on application processing.

The Directorate for Building Quality needs assistance with the further development and maintenance of Fellestjenester BYGG (FtB), including consultancy services within system architecture and technology choices for further strategic decisions.

The procurement will result in a contract with a tenderer who can cover the following work areas:

— system development

— strategic development within technical systems and priorities

— assistance with system architecture

— communication and interaction with central target groups.
