Flytoget has a great need to systematic further development of integrations through good tools and competence. As a result of this, a decision has been made to invest in:
— An integration system that covers Flytoget's need for integration between internal and external systems.
— A competence environment for integration that takes care, to a large degree, of the maintenance and development of Flytoget's integration systems and integration architecture, as well as participate in Flytoget's innovation work.
Flytoget would like to establish a long term relationship with a service provider within the limits of the Public Procurements Act.
This notice is a pre-qualification process with the deadline for qualification set to 19.11.15. The competition, with detailed specifications, will be announced 23.11.15, with the deadline for submitting tenders set to 21.12.15.
Qualification criteria:
The service provider must be able to fulfil the requirements in the basic ILO conventions. This is to be documented by submitting the signed self-declaration attached to this tender documentation, ‘Flytoget Social responsibility self declaration form.dotx’
Service providers shall enclose a tax and VAT certificate. The tax and VAT certificate must not be older than six months at the tender deadline.
The tenderer must be a legally established company. This is to be documented by a company registration certificate.
Tenderers must have sufficient economic and financial capacity to complete the contract.
Documentation requirement:
— The latest annual accounts with the auditor's comments.
— Bankruptcy rating low or moderate at Proff Forvalt (proff.no). Flytoget will obtain documentation on the bankruptcy rating itself.
Service providers who do not fulfil the financial capacity requirement can use other companies, e.g. by providing a fulfilment guarantee from a parent company. Attention is drawn to the fact that documentation in such an event must be provided that shows that the other company fulfils the qualification requirement and that the company confirms that they will make the necessary resources available to the service provider, cf. the utilities regulations § 7-11 (3).
If the service provider has any valid reasons for not being able to provide the documentation requested by the Flytoget, the service provider may prove its financial position with any other document that is acceptable to Flytoget. If the service provider has such valid reasons, he may contact Flytoget in writing in order to clarify which other documentation is acceptable.
Tenderers must fulfil all the below requirements in order to be qualified to submit a tender.

1. Integration platform:
— The service provider shall have competence in 1 or several platforms for integration and API administration. The service provider shall refer to contracts in the last 6 months on these platforms.
— The service provider shall document which platform they have competence in, the number of years that the platform has been in the portfolio, as well as the number of deliveries in the last 6 months.
2.The number of consultants with platform competence:
— The service provider shall document the number of consultants who have platform competence at level 2 or more at the level expert to senior developer.
— Number of consultants and CVs for a maximum of 2 experts 2 or more at level senior developer.
— Number of consultants and CVs for a maximum of 2, 2 or more at level junior developer.
— Number of consultants and CVs for a maximum of 2.
3. Number of consultants with architecture and consultancy competence:
—The service provider shall have 3 or more consultants with documented architecture and consultancy competence.
— Number of consultants and CVs for a maximum of 3.
4. Provision of maintenance:
— The service provider must confirm that he can take on maintenance services with possible stand-by 24/7.
