Managed Services contract for the Directorate of Military Applications (CEA/DAM)
I. Description of the procedure:
This procedure takes place in two stages:
- an application phase,
- a tender phase
In accordance with Article R2132-5 of the French Public Procurement Code, in order to protect the confidentiality of certain information, certain tender documents will be made available only to candidates admitted to tender.
Once the applications have been submitted and accompanied by the document "Commitment of the tenderer to the protection of restricted information - application of computer security rules" duly signed by the candidate, the latter will be invited to come and download the company consultation file on the PLACE dematerialization platform if his application is accepted.
This notice concerns the application phase. As a result, you are currently required to provide only the elements indicated in this contract notice.
II. Contract description:
The CEA/DAM wishes to have outsourcing services provided for its information systems. This concerns four main physical networks with approximately 20,000 workstations, 600 application solutions, 900 servers, 2,000 printers and a number of smaller networks.
The scope consists of services around:
- user service: Call center, local help desk, communication support and specific assistance services (VIP)
- the operation of the information system: production supervision, workstations, servers, networks, storage-backup, application services, stock management, including the MCO/MCS
- changes to the information system by adding, modifying or removing services. These activities include the analysis of development needs, studies and analyses of the impact of integration or evolution of a service.
Services take place during working hours and occasionally during non-working hours (on-call and exceptional operations).
The services are carried out in the 5 main centres of the CEA/DAM where a permanent presence of the Data Controller is required. The centres concerned are located at:
— Bruyères-le-Châtel 30 km south of Paris (DIF) — 2,000 people (location of the call center),
— Barp 30 km south of Bordeaux (CESTA) – 1,600 people,
— Salives 45km from Dijon (VALDUC) – 1,200 people,
— Mont 15 km from Tours (LE RIPAULT) — 800 people,
— Gramat 60 km from Brive (GRAMAT) — 350 people.

III. Market breakdown:
— The market is divided into three phases:
— phase 1: optional partial support (three months);
• phase 2: operational phase (78 months, including four firm years and 2.5 optional years);
— phase 3: optional outgoing reversibility (three months).
