Provision of transport services in local road public transport in the urban area of Ingolstadt

The subject of the procedure is the lot-by-lot award of transport services in road-based local public transport in the urban area of Ingolstadt, including outgoing line sections from 12.09.2023 to 02.12.2029.

The place of service provision is currently the city of Ingolstadt. However, the client points out that in the event of service changes, there may also be occasional changes to the routes in the future. The object of the contract is divided into two lots (Lot 7 and Lot 8). The service description for the above-mentioned lots, including the routes of the respective lots 7 and 8, can be found in the tender documents.

Note: The lot designation with the numbers 7 and 8 is internally justified. Lots 1 to 6 have already been awarded in previous procedures and are not the subject of this award procedure.

Teillos 7

The subject of the procedure is the lot-by-lot award of transport services in road-based local public transport in the city of Ingolstadt, including outgoing line sections. Stadtbus Ingolstadt GmbH is the licence holder for the scheduled services put out to tender in accordance with § 42 PBefG.

The place of service provision is currently the city of Ingolstadt. However, the client points out that in the event of service changes, there may also be occasional changes to the routes in the future.

The object of the contract is divided into two lots (Lot 7 and Lot 8). The terms of reference for the above-mentioned lots, including the routes (included regular services) of the respective lots 7 and 8, can be found in the tender documents there, in particular in documents 801 and 807-813.

The tendered services are to be provided for both lots in the period from 12.09.2023 to 02.12.2029.

Note: The lot designation with the numbers 7 and 8 is internally justified. Lots 1 to 6 have already been awarded in previous procedures and are not the subject of this award procedure.

The transport service offered must be provided in both lots in compliance with all legal framework conditions and in compliance with all operational requirements of the client. The legal requirements must be complied with. In addition, the following operational requirements must be observed:

• the special conditions of carriage for the tariff area of the ZV VGI

• the fare regulations of the Zweckverband Verkehrsgemeinschaft Region Ingolstadt (VGI tariff)

• the operationally relevant official instructions for the driving service of Stadtbus Ingolstadt GmbH (driver personnel information SBI)

• the operational instructions of the integrated public transport control centre for Region 10

Depending on the lot to be awarded, a different vehicle deployment is necessary. Which vehicle category is to be used on which vehicle circulation is determined by the tender documents. The vehicle categories specified therein are binding. The use of the next larger vehicle category is permitted (an SL may be replaced by a GL). The reverse approach is not permitted, i.e. one GL may only be replaced by another GL.

For the basic nature of the vehicles to be used, the technical specifications for the vehicles to be used (document 802) are relevant. However, it is mandatory to use one bus with electric drive (e-bus) on at least one round trip per lot, at the latest from 1 January 2025.

In principle, the use of new and used vehicles is permitted. In this context, however, explicit reference is made to the award criteria form (document 227).

The detailed requirements for the terms of reference per lot can be found in the tender documents.
