The Norwegian Public Roads Administration, on behalf of Møre og Romsdal County (hereafter called the Contracting Authority), invites tenderers to a competition for the operation of the following county road ferry routes Larsnes-Åram-Voksa-Kvamsøya, Årvika-Koperneset and Volda-Lauvstad.
The aim of the procurement is to get an operator who can operate the county road ferry routes.
Larsnes-Åram-Voksa-Kvamsøya, Årvika-Koparneset and Volda-Lauvstad.
The contract period will be from 1.1.2021 to 31.12.2031. A contract will be signed for the entire assignment. See chapters 1-7 of the contract for further details on the scope. The contract will be signed as a gross contract. This means that the Contracting Authority has the income responsibility and the operator has cost responsibility. Operators must submit 2 tenders in the competition. For tender (A) a conventional main vessel is required with NOx-emissions that do not exceed the Tier III requirement in Marpol Annex VI for the routes Larsnes-Åram-Voksa-Kvamsøya, Årvika-Koparneset and Volda-Lauvstad (Tier II requirement n Marpol Annex VI for the transition vessel/reserve vessel on the routes Larsnes-Åram-Voksa-Kvamsøya), in the period 1.1.2021-31.12.2031, cf. the contract, parts 1-7 point. 3.2.2.4. Tenderers must also submit an alternative tender (B), which includes the requirements for maximum environmental impact for the main vessel for the Årvika-Koparneset route in the period 1.1.2022 — 31.12.2031, cf. the contract, parts 1-7, points 3.2.2 — 3.2.2.3.4. With the exception of the environmental requirements that apply to tender B, stated in points 3.2.2 — 3.2.2.3.4, the requirements for tender A and tender B are identical. Operators must submit a separate price sheet for tender B, Annex 5.1 'Budget forms K, L, M, O Tender B'.
