Description:
Railway signalling system material procurement, automatic train protection system encoders.

With this procurement the FTA forms a supply contract with a maximum of 2 providers, with whom they can procure for the duration of 2017-2026 the following railway signalling and ATP components:

— ATP-Encoders,

— Bifunctional encoders with ATP and ERTMS/ETCS functionality,

— Encoder programming tools.


Section 1: ATP-Encoders

The national railway network, maintained by the FTA has in use an Automatic Train Protection System (ATP), that is part of the railway signalling system. It's predominant components are the encoders and balises. The encoders are equipment that are connected to the signal system that control the balises.

The FTA executes different sorts of renovation investments, track renovation and maintenance works that make use of the ATP-track equipment. The FTA makes use of external contractors and material service providers. The equipment that is the target of this procurement will be used in the aforementioned projects.

With this procurement the FTA forms a supply contract with a maximum of 2 providers, with whom they can procure for the duration of 2017-2026 the following railway signalling and ATP components:

— ATP-Encoders,

— ATP-Encoder programming tools.

The procured ATP-encoders are to fulfill the technical requirements outlined in the invitation to tender.

The FTA's objective is to ensure the security of supply for a long period for the ATP-encoders. An installed unit's security of service is ensured and the availability of this technology is guaranteed until the end of 2026 for maintenance and functionality reasons. The technology being used is from the last century so security of supply can only be guaranteed with long contracts.
