The subject of the contract are engineering services in the service descriptions of civil engineering structures and structural design in the course of the construction of a new 185.00 m long bridge between the colliery site and the heap in Hückelhoven. In the programme year 2021, funding for the measure "Green networking: bridging the colliery site / tailings pile" was applied for. In order to raise people's awareness of the Millicher Halde on the one hand and to significantly improve accessibility on the other, a more attractive connection must be created. A barrier-free bridge connection for cyclists and pedestrians between the old colliery area and the slag heap is intended to enable and improve the usability and the desired structure of settlement, leisure and local recreation through short distances.

The following benefits are awarded within the framework of this VgV procedure:

Civil engineering structures:

- Basic services of work phases 3,5-9 (according to §§ 41-44 HOAI 2021 in conjunction with Annex 10)

- as a special service for civil engineering structures, the local construction supervision in LPH8 is to be provided

Structural planning:

- Basic services of work phases 2,3,5,6 (according to §§ 49-52 HOAI 2021 in conjunction with Annex 14)

- in addition, for the structural design, the proof of seismic protection in LPH 3 and a vibration calculation in LPH 4 as a special service

There are already preliminary plans for the Sophia-Jacoba site as a draft site plan and a concept for bridging the gap between Generationenpark and Halde. The aim of the procedure is to award engineering services for a bridge between the colliery site and the tailings pile. For the individual measures/construction phases that have been implemented or are to be realized, information is available as an annex to the procurement documents.

At the present time, it is assumed that only the consent of Strassen NRW is to be obtained, as the bridge leads over a country road.

At this time, it is assumed that approval planning is not required. Should it turn out in the course of the planning that an approval plan is to be created, this will be remunerated at the conditions of the HOAI. However, a written agreement must be made on this.

The planning documents as well as information on dimensions and costs are attached to the annexes.

Costs of KG 300 in the amount of 3,593,165 euros (net) are to be taken as the basis for the offer.

Planning is to begin immediately after conclusion of the engineering contract. Construction of the bridge is scheduled for 2024. The implementation period should end on 31.12.2026 at the latest.
