The framework agreement covers the redevelopment and renewal of the sewer system and the drinking water system in the Jyllandsgade quarter – Stages 2 and 3 in Horsens. Overall, the work includes separate sewerage of approx. 90 plots by replacing existing common pipes and establishing new rain and wastewater pipes in approx. 1600 m common pit as well as approx. 1200 m drinking water pipes.
The tender is conducted as a negotiated procedure in accordance with the Danish Civil Code. The Utilities Directive with prior prequalification.
The offered framework agreement includes turnkey contract services performed according to partnering principles in connection with the separation of rain and wastewater by establishing new public drainage pipes incl. wells and service lines in the Jyllandsgade quarter in Horsens (Stages 2 + 3), including the establishment of a pumping station, pressure line, sand trap, asphalt work, valve wells and vacuum lines to existing Qua-vac vacuum plants as well as replacement of drinking water by establishing new public supply lines and service lines. The assignment is offered by Horsens Vand A/S, v/ Samn Forsyning ApS. Samn Forsyning ApS handles operation and administration of water supply and wastewater on behalf of Horsens Vand A/S.
The tendered framework agreement is expected to enter into force in August 2023 and has a term of 4 years, as the sub-projects under the framework agreement are expected to be carried out within an approx. 3-year period from expected contract conclusion to the end of August 2026, cf. the main schedule. However, the agreement can be terminated at any time by Horsens Vand with a notice of 3 months.
As a general rule, the value of works carried out under the framework agreement is estimated at DKK 39 million excl. VAT over the entire term of the framework agreement or an average of DKK 12.5 million excl. VAT per year, although production in the first year has been reduced.
However, the value may vary depending on the specific sub-projects. The value of the maximum purchase for the entire duration of the framework agreement is set at DKK 60 million excl. VAT, cf. clause II.2.6.
