LABORATORY COLLECTION MATERIAL BOTH STANDARD AND WITH A UNIQUE BARCODE LOT 1 (P7467): SWABS LOT 2 (P7468): OTHER COLLECTION MATERIALS

The client wishes to conclude a framework agreement with 1 entrepreneur for each of the two lots in its capacity as a purchasing center with a duration of 4 years for the supply of laboratory collection materials for collection of blood, urine, fluids and other applications (e.g. swabs).

Since not all participating institutions can immediately switch to a system with purchase materials with a unique barcode and since an implementation takes a considerable time, the client can extend the term to 72 months.

This contract consists of 2 lots:

-Perceel 1 (P7467): Swabs

-Lot 2 (P7468): Other collection materials

Not all conditions for the orders will be determined in the framework agreement. Consequently, the economic operator to whom the framework agreement has been awarded for certain individual contracts/orders based on that framework agreement may be requested to supplement the initial tender.

The entrepreneur is expected to:

1. Both the standard/classic purchase materials (without barcode)

2. If the purchase materials can deliver with a unique barcode.

The client – together with all participating hospitals in the purchasing centre – strives in the long term for a system that is as uniform as possible, in which a unique barcode can be guaranteed every time. After all, working with prebarcoded collection materials significantly reduces the workload within the hospitals.

In addition, working with prebarcoded system has the following advantages:

- After all, it substantially reduces the workload within the hospitals

- It simplifies the working methods of laboratory technicians and nurses and substantially reduces the margin of error

- It increases the ease of use of the different staff groups within the hospitals

- It simplifies the logistics processes

However, the transition to such a system is necessarily taking place step by step in such a way that - in parallel - the non-prebar coded purchase material will also be necessary for at least a limited period of time. Working with both systems at the same time is still necessary at the moment but will therefore be phased out in order to end up with only prebarcoded material in the long term.

The division into 2 parcels appears to be necessary in view of the market situation for pre-barcoded swabs. This means that at least 2 different barcode systems will be present. A further division into more parcels is not to be considered as there is more risk of overlap of barcodes when using multiple systems, which results in a larger margin of error.

All collection materials must be in accordance with "Regulation (EU) 746/2017 on In Vitro diagnostic medical devices (IVD)" and the applicable CLSI guidelines for collection materials.

The supply of syringes is not part of this assignment.
