Planning services according to §34 HOAI, service phases 1-9 are commissioned in stages.

The district town of Heppenheim intends to build a daycare center with the necessary play and open spaces as a 5-group facility on a town-owned property. According to current pre-planning status, the new building includes care for 99 children of age levels from 1 year to school entry by up to 20 adults (specialists, household managers, trainees, federal volunteer service providers) in the daily period from 7:00 a.m. to 5:00 p.m., with lunch meals by a catering company. Key words for building concept development are: 1-storey construction, no basement, accessibility inside and outside, natural daycare center as a meeting place, inclusion, movement and health promotion, language development and promotion, retreat options for children.

Options for funding must be reviewed as part of the commissioning process.

The procedure is basically carried out in 2 phases.

1. public invitation of an unlimited number of companies to submit applications for participation (informal participation competition) in accordance with §17 (1) VgV,

2. Invitation to submit initial offers in accordance with §17 (4) VgV.

Stage 1: Informal participation competition by the bidder with submission of the following documents:

— declaration of interest as an informal application for participation (confirmation of interest),

— proof of membership in a Chamber of Architects (certificate of building document authorization),

— current company document for legal entities (for applicant groups of each member),

— self-declaration of suitability on the available form “VHB-Bund 124_LD”,

— office presentation on the available form “Office presentation” with description of technical performance, fields of activity and number of employees,

— reference list on the available form “Reference List”,

— 3 suitable references: presentation of 3 suitable references for comparable projects from the last 5 to a maximum of 8 years with explanation of service delivery according to HOAI, 1 DIN A4 sheet per project with a keyword-like representation of conceptual backgrounds (e.g.: basic design design, building envelope, heating type and other TGA, total annual energy consumption, aspects of sustainability and ecology, etc.)

— self-declaration on the available form “Declaration of Commitment to Tariff Fidelity and Minimum Fee”,

— self-declaration on the available form “Procurement Blocking”.

Up to 5 bidders are selected from the received applications based on the evaluation of references and the completeness of the documents and are invited to submit an initial bid (2nd phase). There is no entitlement to a request to submit an offer due to the expression of interest. If more than 5 bidders are equally well suited based on their score, the lot procedure decides.

Stage 2: Call for the initial fee offering with the following documents:

— cover letter,

— Fee offer.

The evaluation of incoming bids in the context of phase 2 is carried out according to the award criteria listed in 8.

According to §17 (11) VgV, the client reserves the right to place the order on the basis of the initial offers without entering into negotiations.

According to §17 (12) VgV, the client reserves the right to process any negotiations in various successive phases in order to reduce the number of offers negotiated on the basis of the specified award criteria.

Restriction on economic operators to be asked to submit a first fee offer:

— Minimum (where appropriate): 3, maximum 5,

— Number of bidders set: 0.
