Objectively, the Sde03 is not in a position to draw up the technical specifications without first exchanging and dialoguing with the candidates

The mission concerns the implementation of works aimed at improving the energy performance and the extension of the Cusset heating network (03).In this context, the SDE 03 has decided to renew a global energy performance contract whose objective will be:- To ensure an improvement in the energy performance of production, distribution of the network and substations.- To carry out an extension of the heating network (optional tranche)this will be - works aimed at improving the energy performance of the wood-fired boiler room, gas boiler room, the network and substations, balancing, BMS, etc. - Renovation and/or additional equipment to optimize the temperature management of delivery substations. - the management of the supply of wood and gas energy from the boiler room (P1); - Operation, maintenance, major maintenance and renewal (P2-p3) of thermal installations. This mission element includes the monitoring and management of the improvement of energy performance, in particular by relying on a measurement and verification plan. - the extension of the heating network, including the network and the new substations (optional tranche)The contract does not concern the thermal improvement of the built envelope of the structure. A first description is given in the pre-programme document attached to this publication, which is itself based on a preliminary feasibility study. The precise description will be given in the programme, which will be sent only to the selected candidates.the overall performance contract includes the terms P1, P2, P3 of type MC with GER, profit-sharing, as well as the improvement and implementation works of the extension of the heating network
