The subject of the contract is a service consisting in winter maintenance of roadways and sidewalks of municipal roads and district roads maintained by the Municipality of Kętrzyn.

Description of the service:

Part 1:

A. Winter maintenance of roadways and sidewalks of municipal roads and internal roads includes:

1) providing materials for winter maintenance of roadways and pavements,

2. effective control of winter slipperiness through the use of authorised chemical and mechanical agents:

(a) without delay after the cessation of rainfall and with longer-term rainfall, in accordance with the prevailing weather conditions, provided that a layer of slaughtered or trampled snow exceeding 1 cm is not entitled,

(b) immediately after the occurrence of pigeonworms,

c) according to needs in other cases,

3) the current clearing of pavements, the removal of snow, ice, mud and the use of chemical and mechanical agents within pedestrian crossings, the removal (export) of snow, ice, mud and the use of chemical and mechanical agents within roadways, squares, switches - with special taking into account pedestrian crossings,

4) Accession of unforthwith ice redemption at storm sewer equipment - during periods of thaw,

5) the current cleaning of other pollutants from the roadway,

6) the current cleaning of other debris from pavements in the road lanes,

7) the provision of materials for winter maintenance of pavements and their distribution in the area covered by the task (in containers),

8) the cleaning of mud, snow, ice from the pavement understood as the use of chemical and mechanical agents to collect and move the masses to the edges of the pavement and then remove (exporting) the masses collected with particular emphasis:

(a) places associated with pedestrian crossings,

(b) traffic safety on the pavement,

9) ensuring the full disposition of the contractor's staff and the equipment indicated in the offer for the implementation of the service,

10) ensuring full availability of equipment for the implementation of the service and people to operate it,

11) maintaining cleanliness at stops – according to the list.

Attention:

1. The contracting authority assumes the possibility of temporarily changing the material scope of the envisaged subject of the contract, with the implementation at any time of the contract, related to the need to maintain roads built or to subject roads to modernization or for other reasons that cannot be specified at the time of conclusion of the public procurement contract.

2. The Contracting Authority assumes that in the period from 01.11.2023 to 30.04.2024 there will be 75 days of winter maintenance of the roadway and sidewalks of municipal roads and internal roads

B. Sweep services and accompanying services within roadways and pavements in the absence of snow cover, no pigeons, no frost, no glacier as set out in the Annex to the Agreement:

1) manual and mechanical sweeping of paved road surfaces, parking lots, sidewalks, stops and bicycle paths in the road lane and sidewalks,

2) cleaning of openwork pavements (from plates e.g. yombo, trlinka) and ground surfaces,

3) removal of street and pavement brushes,

4) ongoing cleaning of other pollutants from the roadway and sidewalks,

5) Maintaining cleanliness at the stops, according to the list,

6) the current removal of postimal sand from the roadway and the pavement (after each descent of the snow-ice cover and the cessation of winter conditions for at least 3 days),

7) removal of postimal sand from roadways and sidewalks after the end of the winter season — no later than 30 April (unless weather conditions allow it - then within a date separately agreed with the ordering person).

C. Waste management services - export of waste within roadways and pavements:

1) daily emptying of street baskets,

2) maintenance of street baskets, consisting of periodically washing them, removing inscriptions, stickers, etc., supplementing cartridges after delivery of them by the Ordering Party,

3) the immediate disposal of organic, mineral and other waste created in the road belt due to intense precipitation and in other circumstances,

4) Accession of unforthwith ice redemption at storm sewer equipment - during periods of thaw,

5) the current cleaning of other pollutants from the roadway,

6) the current cleaning of other debris from pavements in the road lanes,

7) the provision of materials for winter maintenance of pavements and their distribution in the area covered by the task (in containers),

8) the cleaning of mud, snow, ice from the pavement understood as the use of chemical and mechanical agents to collect and move the masses to the edges of the pavement and then remove (exporting) the masses collected with particular emphasis:

(a) places associated with pedestrian crossings,

(b) traffic safety on the pavement,

9) the current removal of postimal sand from the roadway and pavement (after each descent of the snow-ice cover and the cessation of winter conditions for at least 3 days),

10) ensuring the full disposition of the contractor's staff and the equipment indicated in the offer for the implementation of the service,

11) ensuring the full disposition of the equipment for the implementation of the service and the persons for its service,

12) removal of post-winter sand from the roadway after the end of the winter season – no later than by April 30 (unless weather conditions do not allow it - then within a period separately agreed with the ordering party).
