The purpose of the contract is to provide services to central government and decentralized services agents, experimentation project promoters and the stakeholder ecosystem, on behalf of the Ministry of Labor, as part of its strategy of experimentation and inclusive innovation, as part of the investment plan for skills and employment and vocational training policies. The market is primarily a market for intellectual services. It also includes the supply or rental of equipment or premises, related to the intellectual services ordered (organization and animation of events, in particular).

The purpose of lot 1 is to accompany the DGEFP:

- in the sensitization and training in vocabulary, resources and impact evaluation procedures, for the lead project developers selected within the call for projects, all new stakeholders experimentation schemes or projects, and more generally officials of the Ministry of Labor in central administration or deconcentrated services,

- in the implementation of performance evaluation and impact assessment schemes or projects, in the field of employment and vocational training policies. The services include training, evaluation implementation, engineering support and monitoring of evaluation programs; operational or strategic support.

The purpose of lot 2 is to accompany the DGEFP in:

- sensitization and training of the agents of the Ministry of Labor to consultation or participatory dialogue,

- the implementation of concerted action or participatory dialogue approaches, within the framework of call for projects or public policy design, the services relate to training, the implementation of consultation procedures, operational support or strategic, engineering support and follow-up of consultation procedures, valorisation actions.

Lot 3 has the following objectives:

- Initiate and reinforce the appropriation of innovation tools and methods, to the winners that the DGEFP accompanies and their ecosystem, including central government agents and deconcentrated services (user-oriented design, collective intelligence session, development agile, etc.),

- to support the experimentation of new schemes or projects relating to employment and vocational training policies, with a view to potential scalability in particular; facilitate and / or accelerate the deployment of social innovations promoted by internal and / or external project teams at the Ministry of Labor; create or animate learning thematic communities, transversal to projects or experienced devices.

The services focus on individual or collective coaching, event design, operational and strategic support for support and animation of innovative ecosystems.

The purpose of Lot 4 is to accompany the DGEFP:

- in the analysis of areas of intervention of the investment plan in skills and more generally employment and vocational training policies (studies, review of literature ...),

- in the analysis of projects within the framework of call for projects (work of instruction of files of candidature and support to the procedures of instruction and selection of projects). The services relate to studies, support for project appraisal.
