The present tender builds on the original cloud break plans for Copenhagen from 2013, which have subsequently been further developed by Copenhagen Municipality and HOFOR in the Hydraulic Masterplan for Nørrebro Vandopland from 2020. The projects have two primary purposes: to withhold cloud breakwater upstream in Nørrebro Vandopland to reduce flood risk in more exposed parts of the local area — and to insert the technical cloud break solutions in such a way as to preserve existing urban space qualities in the project, including take into account existing planting and trees.

Consequently, based on the framework set already drawn up from the Master Plan and a subsequent pre-analysis carried out, the Adviser must draw up a construction programme, outline proposal, project proposal, authority project, tender project and execution project.

The solution grip for the project is set out in the project descriptions of the Masterplan and the related pre-analysis (annexed to the Idea Plant) and consists of a series of terrain construction measures designed to ensure the transport of cloud breakwater to the Community Park, which is delayed by the export of terrain workings. In addition, delay capacity must also be incorporated into Øster Allé under the existing roadway.

The project is to be carried out as a co-financing project, without urban space acquisition, which means that all solutions and derivative operations must be justified by a need for stormwater management. This project does not include measures or economics for urban space improvements, restraining or similar.

The role of the advisor is to carry out design management and governance, as well as to project a unified solution that can form the basis for regulatory approval, entry price tenders and facilities.
