Procurement of two systems for patient-specific blister packaging (PIV) for the Frankenthal City Hospital

Through the Hospital Future Act (KHZG), the federal and state governments are calling for and promoting the expansion of the digital infrastructure in German hospitals. The present object of the award will be implemented within the funding element 5 (digital medication).

The Stadtklinik Frankenthal plans to implement a closed loop medication management (closed loop medication management = CLMM) as part of patient care. This includes the following components:

• Electronic medication history and electronic prescription with integrated decision support by medical staff

• Medication management/ pharmaceutical validation by pharmacists

• Patient-specific, automated compilation of medication in the required dosage (drug logistics with unit-dose supply)

• Presumably scanner-supported, automatically documented medication administration (bedside patient verification) by nursing on the ward.

The Stadtklinik Frankenthal now intends to implement patient-specific care within the framework of patient-specific blister packaging (PIV). This is to be integrated into the inpatient medication process by the in-house hospital pharmacy - taking into account current legal requirements (§ 34 ApBetrO; patient-specific placement or blisters and deblistering of medicines).

In the medication process, a patient-specific medication request is created from the electronic patient record (ePA) and transmitted digitally from the wards to the hospital pharmacy. In the future, with the help of an automatic blister packaging system, the medication will be directed for the patients of the hospital several times a day and delivered to the wards.

In a later step, the administration of the drugs will be documented in the electronic patient curve. This should also be supported electronically (not part of the tender).

The connection of all digitally supported clinical processes is carried out in the sense of a closed loop medication management.

Advantage: Automatic blister packaging systems represent greater safety in patient care in terms of increased drug therapy safety (AMTS) and more effective logistics and distribution of medicines. Ward supplies are reduced and fewer medicines are discarded. As a result, the overall consumption of medicines decreases, which contributes to a lower financial burden on the hospital and rational and cost-effective pharmacotherapy. The introduction of the closed-loop system significantly increases the authenticity, availability, confidentiality and integrity of medication management. In addition, the transparency of case costs increases.

Stadtklinik Frankenthal attaches great importance to the IT security of the systems used. With this background and the burden of proof, the disclosure of the costs for IT security included in the total price is obligatory, which according to the KHZG must amount to at least 15% per funding event. The implementation of IT security must be described in the implementation concept and shown in the price sheet as "of this value".

It is assumed that the other legal requirements from the KHZG will be met, in particular that funding element 5 will be implemented holistically by the end of 2024.

All specific system-related changes must be tackled taking into account and fulfilling the generally applicable requirements of the General Data Protection Regulation (GDPR).

In addition, it is assumed that the generally applicable and future legal regulations are complied with.

It is important to the client that the component of the PIV to be purchased is highly standardized.

The client also requests three technical concepts from the provider, which are an integral part of the offer to be submitted. These are the following technical concepts:

(1) Technical concept for project and process management; (2) Specialist concept implementation and integration into existing architecture/connection to existing systems, as well as (3) specialist concept training.
