Transport of waste with codes 19 12 10 and 19 12 12 resulting from the processing of municipal waste to the Thermal Waste Treatment Installation in Olsztyn

The subject of the contract is a service consisting in the transport of waste with codes 19 12 10 and 19 12 12 resulting from the treatment of municipal waste. The transport will be carried out to the Thermal Waste Treatment Plant in Olsztyn (ITPO), Bublewicza 6, 10-416 Olsztyn. The loading places will be Municipal Waste Treatment Installations (IPOK) indicated in individual tasks.

The order is divided into six lots marked by the Ordering Party as Lots from 1 to 6. The contracting authority allows the submission of partial bids, i.e. it allows both the submission of an offer covering several parts of the contract and a bid for a selected lot. The Contracting Authority allows for the possibility of awarding the contract in parts to more than one Contractor.

Part 1 – collection of waste from the Municipal Waste Management Plant "OSADUS"

(1) The subject matter of the contract is a service consisting in the transport of waste with codes 19 12 10 and 19 12 12 resulting from the treatment of municipal waste.

2) Amount of waste over a period of 12 months: 4500 Mg.

3) Estimated average weight of waste per shipment 15 Mg.

4) Minimum amount of waste per transport: 10 Mg.

5) Loading on working days between 6.00-12.00 and 16.00-20.00. Depending on the conditions on the IPOK side, the start or end time of loading may change, but not more than by 2 hours in relation to the hours given in the previous sentence. In any case, loading will not take place earlier than 6.00 and later than 21.00.

6) The Contractor shall be obliged to transport waste in accordance with applicable regulations, in particular the Act of 6 September 2001 on road transport and the Act of 14 December 2012 on waste.

7) The contractor must have all permits required by law and have a current entry in the database on products and packaging and on waste management kept by the competent voivodship marshal in the scope of transport of waste being the subject of the contract.

(8) The economic operator must have persons capable of performing the service in accordance with the subject of the contract. The Contractor bears full responsibility for the transport and persons performing the transport service.

9) The transport will be carried out in a set: a vehicle equipped with the HKS system (the so-called hooklift) plus a trailer. The set is to enable the transport of waste in two containers with a capacity of 36 to 38 m3 each. The minimum load capacity of the set is 18 Mg. The contractor will deliver six empty containers to IPOK before the start of the service. The design of the containers should allow unloading backwards. Waste collection will take place on the basis of replacing two empty containers with two full ones. Before and after loading, the vehicle assembly will be weighed. Loading will be carried out by IPOK employees.

10) Unloading will be carried out at the Thermal Waste Treatment Installation in Olsztyn, Bublewicza 6, 10-416 Olsztyn on working days (Monday to Friday) from 6:00 to 21:30. The Contractor is responsible for unloading. Unloading will be preceded by weighing the vehicle on the scale at the entrance to the Installation. The construction of waste transport vehicles must be such that they can be unloaded from the rear. Unloading will be carried out in the waste reception hall directly to the loading bunker. After unloading, the Contractor's employee is obliged to clean up the waste spilled on the floor of the bunker hall. After the unloading is completed, another weighing of the vehicle will take place at the exit.

11) The estimated time needed for weighing and unloading is up to 40 minutes. In exceptional situations (e.g. the need to take waste samples by ITPO employees), the vehicle's residence time on the premises of the installation may be extended to one hour.

12) Waste will be transferred in loose form or in the form of rectangular bales.

13) The Contractor's means of transport should be adapted to the transport of waste. It must be tight, stable, have safeguards preventing pollution of routes, have safeguards preventing landslides, ensuring tight (protecting against rain) covering of waste during transport. The Contractor's vehicles for waste transport should be in good technical and visual condition. The contractor must have at its disposal the number of vehicles and trained staff necessary to perform the service in accordance with the contract.

14) The Contracting Authority requires that the Contractor has vehicles that meet the EURO 6 Emission Standard.

15) Waste collection by the Contractor will take place according to weekly schedules. The Contracting Authority shall provide the Contractor with schedules seven days before the week in which the service is to be performed.

16) The Ordering Party shall suspend the performance of the service for the duration of ITPO technical inspections and failure of one of the Installations.

17) The Contractor is obliged to comply with the regulations regarding occupational health and safety, fire protection, traffic organization, working time of the plant in IPOK and ITPO.

Part 2 – collection of waste from Przedsiębiorstwo Gospodarki Odpadami "Eko-MAZURY" Sp. z o.o.

(1) The subject matter of the contract is a service consisting in the transport of waste with codes 19 12 10 and 19 12 12 resulting from the treatment of municipal waste.

2) Amount of waste over a period of 12 months: 8000 Mg.

3) Estimated average weight of waste per shipment 17 Mg.

4) Minimum amount of waste per transport: 13 Mg.

5) Loading on working days between 7.00-17.00. Depending on the conditions on the IPOK side, the start or end time of loading may change, but not more than by 2 hours in relation to the hours given in the previous sentence. In any case, loading will not take place earlier than 6.00.

6) The Contractor shall be obliged to transport waste in accordance with applicable regulations, in particular the Act of 6 September 2001 on road transport and the Act of 14 December 2012 on waste.

2) Amount of waste over a period of 12 months: 9000 Mg.

3) Estimated average weight of waste per shipment 17 Mg.

4) Minimum amount of waste per transport: 13 Mg.

5) Loading on working days between 7.00-16.00. Depending on the conditions on the IPOK side, the start or end time of loading may change, but not more than by 2 hours in relation to the hours given in the previous sentence. In any case, loading will not take place earlier than 6.00.

(1) The subject matter of the contract is a service consisting in the transport of waste with codes 19 12 10 and 19 12 12 resulting from the treatment of municipal waste.

2) Amount of waste over a period of 12 months: 7200 Mg.

3) Estimated average weight of waste per shipment 17 Mg.

4) Minimum amount of waste per transport: 13 Mg.

5) Loading on working days between 6.00-15.00. Depending on the conditions on the IPOK side, the start or end time of loading may change, but not more than by 2 hours in relation to the hours given in the previous sentence. In any case, loading will not take place earlier than 6.00.

Part 6 - collection of waste from Zakład Gospodarki Odpadami Komunalnymi sp. z o.o.

(1) The subject matter of the contract is a service consisting in the transport of waste with codes 19 12 10 and 19 12 12 resulting from the treatment of municipal waste.

2) Amount of waste over a period of 12 months: 40500 Mg.

3) Estimated average weight of waste per shipment 14 Mg.

4) Minimum amount of waste per transport: 13 Mg.

5) Loading on working days between 4.00-21.00. Depending on the conditions on the IPOK side, the start or end time of loading may change and cover the time interval 6:00-21:00. In the case of loading occurring in the hours preceding the opening hours of ITPO in Olsztyn (i.e. before 6:00 a.m.), it will be necessary to stop on the internal road in front of ITPO. Waste will be unloaded after the opening of the ITPO.
