The subject of the contract includes the provision of municipal services in the period from November 1, 2023 to March 31, 2024, consisting in winter road maintenance in the city and municipality of Murowana Goślina. Winter road maintenance (Akcja Zima, AZ) – according to the list of winter maintenance standards specified in Annex A.1 to this description of the subject of the contract. Winter road maintenance consists in removing snow and removing the effects of black ice from the road lane of municipal roads (roadways, sidewalks, parking lots, bus bays, squares, areas around bus stops and bicycle shelters). cd. to II.1.4) Winter road maintenance consists in removing snow and removing the effects of ice from the road lane of municipal roads (roadways, pavements, parking lots, bus bays, squares, areas around bus stops and bicycle shelters). Winter road maintenance also includes the maintenance of round-the-clock readiness of "Action Winter". At a time when it is not necessary for cars to go on the road, the Contractor is obliged to perform winter duty, especially on Sundays and holidays min. 4 hours, during which it will be possible to establish telephone communication if necessary and in case of emergency start winter road maintenance.

1) Winter maintenance of roads takes place from November 1, 2023 to March 31, 2024. The Contracting Authority may introduce changes to the date of commencement of services in the event of a situation that cannot be foreseen, including in the case of a prolonged procurement procedure, The Contracting Authority provides for a change in the date of commencement of the contract, subject to the date of its completion referred to in paragraph 1 above.

2) Winter maintenance of roads in the city and municipality of Murowana Goślina includes cleaning works and removal of the effects of winter aimed at increasing traffic safety, including:

a. snow removal from the entire width of the roadway, streets, sidewalks with parking bays, bays of public transport stops and maintaining constant passability;

b. removal of winter slippery conditions using appropriate (appropriate) chemicals and roughening agents;

c. snow removal of the roadway in mechanical-manual technology, i.e. supplementing mechanical emptying with manual shoveling of snow cover in places inaccessible to plows, and manual technology consisting in manual shoveling of snow cover located, m.in. at Powstańców Wielkopolskich Square and Kolejowa Street;

d. manual cleaning of slush and permafrost in the curb area and pedestrian crossings;

e. roughening of the surface after shoveling snow and ice;

f. removal of permafrost around street gullies on an ongoing basis in order to drain water arising from melting snow from the roadway;

g. constant patrolling of the roads covered by the contract in order to assess the effectiveness of the actions taken and the technologies used, to correct the routes of ploughing machines in the event of loss of passability of certain road sections and immediate reaction to the occurrence of local slipperiness;

h. maintaining a permanent dispatcher duty working in continuous traffic, constant observation of the weather condition and analysis of data from weather stations and the IMiGW Forecast Office in terms of actions taken;

i. eliminating slippery slopes on driveways by manual sprinkling with chemicals and roughers (in the case of a difficult driveway of spreaders caused by too large a longitudinal slope of the road);

j. the contracting authority anticipates the need to remove snow from the following areas: Powstańców Wielkopolskich Square - estimated area of 12,200 m2 and Kolejowa Street - estimated area of 5,000 m2, area behind the Town Hall estimated 2,000 m2, square at the Health Center estimated 200 m2. In view of the above, the scope of the contract in question includes snow export, each time on the written order of the Ordering Party. The scope includes loading and removal of m3 of snow;

k. eliminating the effects of winter, black ice, slippery roads by sprinkling sand and salt mixtures in order to obtain the ability of vehicles to move in accordance with road traffic regulations in difficult weather conditions.

3) Other obligations of the Contractor as part of winter maintenance: a. having a sufficient number of specialist equipment to perform the treatments on an ongoing basis (e.g. ownership, leasing, lease, lease, etc.) : ploughing machines – min. 5 pieces, sandblasters – min. 5 pcs., roadway plough – 1 pc., and in the event of increased winter conditions or conditions considered a natural disaster, having the following equipment: snow ploughs
