Espoon Asunnot Oy is a real estate company owned by the City of Espoo, the purpose of which is to provide housing services to the residents of the municipality. At the moment, there are about 300 properties in ownership and about 16,000 apartments.
This tender will select contractors for the renewal of the locks of 6 properties owned by Espoon Asunnot Oy.
Tenderers shall be selected on the basis of the total price of the tender. The tender is won by the tender with the lowest total price.
The technical requirements and features of the locking are described in the "Espoon Asunnot Oy's property locks renewal 2023, technical requirements" document attached to the invitation to tender. The products offered must meet these technical requirements and have the characteristics mentioned in the document.

We ask you for an offer to renew the locks of Espoon Asunnot Oy's properties mentioned below with self-powered electronic lock cylinders / locking system (eg. iLOQ S5 or equivalent ). All locks and keys must be fully programmable. The contract will be carried out in accordance with the attached list of quantities, installed and programmed, including all materials and work.
Any additional work not covered by the contract must be offered and approved before installation.

The offer is submitted on a property-by-property basis and the bid is won by the group-specific total price, including the products and services in the attached mass list, which has submitted the lowest bid.
Arranging the necessary training for the use of the key management software, if necessary, for the client's representative (service company).
Additional empty keys must be included in the contract for 10 pieces per property.
The offer must include general and social expenses, VAT, work with necessities, protection and waste removal.
The work must be completed by 31.8.2023, at a time to be agreed separately in the contract negotiations.
The contractor must take care of all the insurances belonging to him and be responsible for the safety of the construction site in accordance with the Government decision of 23.06.1994.
As security for the fulfilment of the contract and the conditions attached to it, as well as the annual guarantee (two years), the client will require a security provided by either a bank or an insurance company, which is 5% of the tax-free contract amount.
The work site is handed over to the contractor in the condition in which it is signed at the time of signing the contract. The contractor must familiarise himself or herself with the contract site.
Before signing the contract, the contract documents are read and reviewed in a joint negotiation event between the client and the contractor, in which case the contractor must, at the latest, comment on any ambiguities in the documents, and agree on the amount of the penalty for delay.
The offer must be accompanied by certificates stating that the contractor is registered for VAT and in the prepayment register, In addition, a tax balance certificate and a notification of the payment of pension contribution obligations are attached to the offer. Certificates must not be older than 2 months.
An acceptable statement is considered to be a certificate from the Tilaajavastuu.fi system without any fault markings.
This also applies to sub-contractors that may be used by the contractor.
The contractor must have Abloy and iLOQ authorization and the employees must have a tag with a picture showing both the employee's and the employer's name.
