The Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ) intends to commission a competence center. The Competence Center is to provide strategic advice and support to the BMFSFJ in the project to improve the labor market integration of mothers with a migrant background.
The political objective is to place mothers with a migration background as a target group of labor market policy among the relevant actors and to create sustainable structures that facilitate their labor market integration.
Against this background, the Competence Center, in close coordination with the BMFSFJ 3, takes on key strategic tasks:
- deepen cooperation among relevant actors,
- sharpen program content by subject matter expertise,
- Ensure the sustainability of the program content.
Services of the competence center in the context of project implementation:
Strategic advice on the orientation of the overall program
- providing strategic advice on the direction of the overall program and assisting in the governance of all program relevant stakeholders (labor administration, business, migrant self-help organizations, HR developers, etc.) at operational level,
- Further development of networking structures with strategic partners with the aim of increasingly pointing out the potential of the target group of mothers with a migrant background in the relevant labor market
- Further development of an advisory board consisting of relevant labor market players and actors in the field of migration and integration. The Advisory Board meets at least once a year and accompanies the ESF federal program on strategic issues,
- assisting in creating synergies with existing work-life balance and labor market integration initiatives for people with a migrant background,
- exploring possibilities of cooperation with other activities of the Federal Government technical support of the BMFSFJ,
- processing of information from the scientific area and the preparation of practical aids for the consultation of labor market actors and project sites,
- compilation of statistical data, in particular on the education, economic situation and employment integration of families and mothers with a migrant background and on reconciling work and family life in immigrant families,
- Providing scientific expertise, if necessary by external commissioning of expertise, for example on immigrant groups (EU immigrants, family reunification of third-country nationals) and on needs assessments for events,
- designing and implementing thematic events and workshops with high-level labor market actors with the aim of raising awareness of the labor market potential of mothers with a migrant background,
- Conception of a transfer conference in order to transfer and consolidate findings from the federal program into regular structures or offers
The contractor is obliged to cooperate fully with other bodies which commission the BMFSFJ with services for the technical and content support of the ESF program as well as for public relations.
