The 'Intelligent energy Europe' (IEE) programme aims to boost actions which help achieve the EU's energy policy targets. In the field of transport, it promotes energy-efficient modes and a more rational use of energy in transport as well as stimulating the demand for alternative fuels and clean and energy-efficient vehicles.
This tender seeks a service provider to manage and further develop the Eltis portal (http://www.eltis.org) to facilitate the exchange of information, knowledge and experiences in the field of urban mobility in Europe.
Eltis supports the creation of urban transport systems which use less energy and produce fewer emissions, while improving the competitiveness of urban areas and the mobility and quality of life of its citizens. The Eltis portal was established in 1999 and restructured and rebranded in spring 2011.
In addition, this tender aims to increase awareness about the role and content of sustainable urban mobility plans and support their uptake by relevant planning authorities in Europe.
A sustainable urban mobility plan is a strategic plan designed to satisfy the mobility needs of people and businesses in cities and their surroundings for a better quality of life. However, the level of awareness of the role and content of sustainable urban mobility plans varies considerably between European countries and their urban mobility stakeholders. Under a service contract, the European Commission established in 2011 a portal on sustainable urban mobility plans (http://www.mobilityplans.eu), prepared guidance and organised a series of training and awareness raising events for urban mobility professionals.
Among others, the service provider is requested to further develop the current mobility plans portal, integrate it in the Eltis portal and provide services to support the uptake of sustainable urban mobility plans.
