The administrative need to be satisfied emanates from the exercise and fulfillment of the powers of the General Directorate of Taxes and Autonomous Financing in relation to the direction and coordination of the collection management of taxes and other revenues of a public nature in the area of the Community of Castilla and León.La Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations, establishes in its article 53.1. h) that when an administrative decision, or any other form of termination of the administrative procedure provided for in this Law, gives rise to an obligation to pay arising from a pecuniary penalty, fine or any other right to be paid to the Public Treasury, this shall be carried out preferentially, unless the impossibility of doing so is justified, using any of the following electronic means:- Credit and debit card- Bank transfer- Direct debit- Any others that are authorized by the competent body in matters of Public Finance.For its part, article 60 of Law 58/2003 of December 17, General Tax, provides that the payment of the debt will be made in cash and by the means and manner in which they are determined by regulation, being the tax regulations responsible for regulating that the payment can be made using electronic, computer or telematic techniques and means. Order HAC/612/2013, of July 16, which establishes the procedures for telematic processing of documents of a tax or collection nature managed by the Community of Castilla y León and the procedure for telematic presentation of electronic simple copies, regulates in its article 23 the modalities of telematic payment.
