The consultation is initiated in the form of an open call for tenders according to articles R. 2161-2 to R. 2161-5, R. 2162-1 et seq., R. 2162-13 and R. 2162-4 of the Public Order Code. The market is at global price and flat rate. The contract will be awarded to the most economically advantageous offer according to the following judgement criteria:

1) Price: 60% the rating on the price is obtained from the following formula: 60 × (less remote offer/candidate's offer);

2) the technical value of the offer (40%) shall be assessed according to the following sub-criteria:

— quality and relevance of the accompanying methodology and the proposed organisational processes (20%);

— description of the organisation set up, the operators mobilized and the progress of the planned phases (10%);

— quality of human resources affected and references (10%).
