The city of Lehrte intends to implement a new construction of the Lehrte grammar school at the Lehrte-Mitte site (Friedrichstraße) in three construction phases. The first two construction phases are to be carried out as part of a PPP model. The planning, construction and interim construction financing should be transferred to the contractor and an extended warranty period of 10 years after completion is to be agreed with the contractor. The long-term financing after completion is provided by the city of Lehrte via local loans.
Since the 3rd construction phase, with the listed building and the new extension to be built, will only be completed after completion of the 2nd construction phase, the implementation variant of the 3rd construction phase should be decided at a later date.
According to the profitability study submitted in May, planning and construction costs (total investments) for the first two construction phases amounted to around €62 million.
For the preparation and implementation of the award to a general contractor, comprehensive consulting services are to be awarded to a team of consultants to support the client. These are the following services:
- overall coordination
- Litigation
- Procurement management
- Construction and technical advice
- Economic advice
- Controlling during planning and construction
- Contribute to the drafting of a draft contract
In addition to coordinating, accompanying and carrying out the procurement procedure, the object of the contract is the development of output-orientated/functional construction service descriptions, accompanying negotiations, evaluating the economic and constructional offers and, after the conclusion of the procurement process, planning and Controlling of contractual performance during construction.
The client reserves the right to carry out the gradual commissioning without being entitled to further commissioning, nor can any other contractual obligations arise for the customer.
