The district of Helmstedt and the greater Braunschweig area are undergoing structural change. An economic development of land at the A2/A39 motorway junction is therefore to be examined without prejudice. The geographical location is located southeast of the motorway junction A2/A39, on the territory of the district of Helmstedt, city Königslutter am Elm. The current planned area covers approx. 130 ha.

The subjects of the feasibility study are (1) a justification of needs, (2) a micro location analysis, (3) an initial planning and environmental law assessment with environmental protection law analyses, (4) development, (5) an economic feasibility study and (6) the feasibility of a green/sustainable commercial area.

The subject of the tender is the preparation of a feasibility study for an economic development of land at the A2/A39 motorway junction in the district of Helmstedt. The subjects of the audit are (1) a justification of needs, (2) a micro-location analysis, (3) an initial planning and environmental law assessment with environmental protection law analyses, (4) the possible development, (5) an economic feasibility study and (6) the possibilities for the feasibility of a green/sustainable commercial area.

We are looking for an interdisciplinary project team.

The services shall be awarded in stages to the contractor selected in the tender procedure. Initially, only the services for demand justification and micro-location analysis will be commissioned when the contract is awarded. Other services are optional. The review process is conducted without prejudice. In this respect, the commissioning of further performance levels to the contractor selected in the tender procedure depends on the evaluation result of a stage that has already been processed. If, for example, a micro-location analysis or environmental protection analyses already show that feasibility does not seem possible, further tests are no longer indicated and are no longer commissioned.

The awarding of the contract/commissioning of the services is subject to the still outstanding, finally secured financing: The feasibility study is to be funded with federal funds in connection with the Coal Phase-Out Act and the Structural Strengthening Act. The requested funding decision has not yet been received. The necessary co-financing is ensured in principle. The contract will not be awarded until the federal funding decision and the approval of the budget have been received.

Services shall commence immediately after the contract has been awarded by the selected contractor; the overall measure should then be completed within 12 months. Details can be found in the specifications (Part B. of the procurement documents), in particular on the individual test items.
