The Technical Services of the City of Kotka (client, contracting entity) invites tenders for general and special inspections of bridges, design and construction services, as well as construction supervision and site services in accordance with the invitation to tender and its appendices.
The acquisition is divided into three subdivisions:
SUBDIVISION 1. GENERAL AND SPECIAL INSPECTIONS OF BRIDGES
SUBDIVISION 2. BRIDGE DESIGN
SUBDIVISION 3. CONSTRUCTION OF BRIDGES AND SITE SUPERVISION
Tenders can be submitted for one or more areas.
The tendering process establishes sector-specific framework agreements: all tenderers meeting the suitability and minimum requirements are selected for the sections.
A framework agreement of two (2) years will be established for each area, which the Customer may extend by means of separate decisions by introducing two (2) one (1) year options.
The procurement will take the form of a framework agreement, as it is not possible to estimate in advance the number, scope and precise content of the professional services to be procured. Services are procured during the contract period as needed, no commitment is made in advance to certain procurement volumes. The framework agreement does not contain any obligations on the quantity or minimum purchase.
Parallel or alternative offers are not allowed.
SUBDIVISION 1. GENERAL AND SPECIAL INSPECTIONS OF BRIDGESThe content and responsibilities of the tasks covered by the framework agreement can vary greatly from project to project. Audit assignments are expert tasks that require professional skills and initiative. As a rule, expert duties include project preparation, planning, coordination of cooperative activities, preparation of decision-making, presentation, supervision of work, supervision and reporting, etc. Depending on the location, the service provider may be granted different powers of action, which are defined on a project-by-project basis.

Design assignments are expert tasks that require professionalism and initiative. As a rule, expert duties include project preparation, planning, coordination of cooperative activities, preparation of decision-making, presentation, supervision of work, supervision and reporting, etc. Depending on the location, the service provider may be granted different powers of action, which are defined on a project-by-project basis.

Expert duties include taking care of the developer's safety tasks related to the safety of construction work. A separate decision is made on acting as a safety coordinator for each project.
