Specialist planning TGA (Anlagengr. 8) - according to HOAI 2021-LPH 1-9 incl. special services for partial construction of a primary school + renovation of a sports hall with conversion of a cinema area for school use.

Specialist planning, technical building equipment (plant group 8) - according to HOAI 2021 - LPH 1-9 incl. special services for a partial new construction of a primary school and renovation of a sports hall with conversion of a cinema area for school use in Babenhausen.

The district of Darmstadt-Dieburg intends to build a new three-tier primary school in Babenhausen on a former American barracks site and to convert and renovate the existing sports hall with adjoining cinema.

For this purpose, there is a plot of approx. 14,000 m² with a legally binding development plan. (Development plan "Kaisergärten")

The new primary school is to be built as an inclusive all-day school in accordance with the district's school building guidelines. In addition to the learning and teaching area, the room programme provides for the subject teaching area, the administration area and the common areas with canteen, library and break room.

As part of a feasibility study (see annex feasibility study NGS, Babenhausen), consideration was made to what extent the existing property, specifically the cinema area, is suitable for the inclusion of individual areas of use.

The conclusion of the feasibility study is that a conversion of the cinema area is to be evaluated as sensible from a pedagogical point of view, as well as from a structural and economic point of view and that the renovation variant should be used as the basis for further planning.

On the basis of the school building guidelines, the parts of the spatial plan that are suitable for use in existing buildings were defined. Here, the common areas, the subject teaching area, as well as the rooms of the administrative area for accommodation in the former cinema area were identified.

This division of use enables the construction of a pure learning house in a new building, in which all general teaching areas with the associated team stations are housed.

The renovation of the existing building, including the sports hall and cinema area, has a gross floor area of approx. 2,912 m². Due to the special structure of the outer shell, interior insulation is planned, and "passive house in stock" is to be sought for the renovation in accordance with the guidelines for sustainable construction as an energy standard. The estimated costs for the cost group 300 + 400 amount to approximately € 5,724,150 net.

The partial new building has a gross floor area of approx. 3,300 m² and is to be built to passive house standard in accordance with the guidelines for sustainable construction. The costs for the cost group 300 + 400 are estimated at approximately € 6,920,000 net.

The heat is supplied via a district heating connection with an output of 250 kW.

For the entire measure, subsidies are to be used in accordance with the Hessian municipal guidelines "Passive House Plus Solar" and "Passive House in Stock Plus Solar".

The objective is to complete the new primary school at the beginning of the 2026/27 school year.

Budget:

For budgetary reasons, the construction costs for the construction project should not exceed the amount of € 109,015 net for the new building and € 75,000 net for the existing building, as of 12/2022. The costs mentioned include cost groups 480 – Building automation – according to DIN 276 of December 2008 (DIN 276-1: 2008-12). The contractor must provide his services in such a way that this cost target is met.
