The project "Market Development and Employment Promotion in the Renewable Energy and Energy Efficiency Sectors (ProFERE II)" is implemented in the framework of the "Climate and Development Partnership". It is part of a large intervention programme of the German Cooperation in Côte d'Ivoire. It is implemented in cooperation with the Ministry of Mines, Oil and Energy (MMPE) with the support of the Ministry of Economic Cooperation and Development of the Federal Republic of Germany, which has mandated the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to consult Ivorian institutions in the implementation. In addition to the parent ministry, ProFERE works in partnership with the Ministry of Technical Education, Vocational Training and Apprenticeship (METFPA), the Ministry of Higher Education and Scientific Research (MESRS) and the Ministry of the Environment and Sustainable Development (MINEDD).

ProFERE aims to develop institutional, financial and human capacities for the deployment of renewable energy and energy efficiency solutions, creating employment and contributing to the achievement of national climate objectives. After a first project phase (2019-2022) that focused on the development of specialized and qualified local RE/EE know-how, the second phase puts a stronger focus on strategies and actions that contribute to the development of the RE/EE market. The project is fully integrated into the MMPE's renewable energy and energy efficiency sector policy.

As such, the project is structured through the following outputs:

(1) Strengthening the institutional capacity of the MMPE and other government agencies to promote RE/EE solutions: This includes the capacity to set up and manage support programs, to mobilize international climate finance for these support programs and to implement and develop existing regulations.

(2) Strengthening the institutional and human capacities of private sector RE/EE associations: Output 2 is aimed at improving the provision of advice and training that private sector associations offer to their members to strengthen their capacities in the field of RE/EE. This includes both associations representing RE/EE solution providers and associations representing RE/EE users.

(3) Support to the follow-up of the measures for the energy sector mentioned in the NDCs of Côte d'Ivoire: Output 3 aims at improving the monitoring by the Ministry of Mines, Petroleum and Energy of the implementation of the measures mentioned in the energy chapter of the NDCs.

(4) Vocational Training, Higher Education and Labour Market Services: Output 4 is aimed at implementing qualification offers and labour market services oriented towards the needs of women and men in the field of RE and EE. In addition, in a labour market context where the demand for RE/EE specialists is increasing, dual approaches to initial and continuing training are particularly well suited to the needs of companies and employers.

The contractor's mission is situated within the framework of the processes of Output 2 of the project, which aims to support business associations (from the RE/EE sector as well as from sectors requiring RE/EE technologies) in the implementation of training offers and Output 4 of the project in the development of continuous and initial training for Vocational Training and Higher Education.

The contractor will build a team with technical expertise in the sector specific skills requests (Bioenergy and Energy Efficiency) as well as expertise in the implementation of training development processes following the competence-based approach and training of trainers.

The contractor will be particularly responsible for ensuring the involvement of the different stakeholders to guarantee the development of quality training that fully corresponds to the needs of the private sector and particularly the different sub-sectors concerned. Through this approach it will contribute to strengthen the public-private dialogue through the involvement of business associations, partner universities and vocational training institutions and the relevant ministries (METFPA and MESRS). In addition to the criterion of training-job matching, the contractor will also be held responsible for developing practical training modules that correspond to real work situations.

In the framework of Output 4, the contractor will support the four partner universities (Université Felix Houphouët-Boigny, Université Nangui Abrogoua, Institut Polytechnique Felix Houphouët-Boigny and Université Virtuelle de Côte d'Ivoire) in the development of training modules that will be integrated into inter-university degree courses. In order to strengthen the employability potential of the training courses and to reinforce the public-private dialogue, it will accompany the university actors in the development of a pilot project for dual training.

Finally, the contractor will be responsible for the transversal topic (Vocational Training and Higher Education) "Environmental Competences". The objective of this process is to develop training modules on "Environmental Competences" that can be adapted for different degrees and target groups.

The processes under Output 4 are summarized as follows

1) Development of training modules in the fields of Bioenergy, Energy Efficiency and Environmental Competences (Vocational Training and Higher Education)

2) Development and implementation of Training of Trainers in the fields of Biomass, Energy Efficiency and Environmental Skills (Vocational Training and Higher Education)

3) Development and support to the implementation of a pilot project for dual training in the fields of renewable energy and energy efficiency (Vocational Education and Training)

Under Output 2, the contractor's task is to support business associations in developing a training offer. This includes the development of training modules, the training of trainers and the support of trainers in the deployment of training.

These activities will be addressed to the Ivorian Federation of Energy Efficiency, Renewable Energy and Climate Associations (FIACER) representing companies offering RE/EE solutions and services, as well as to associations representing potential users of RE/EE solutions (transport, mining, health, construction). The training contents will be based on the training contents developed within Output 4 and adapted accordingly to each specific sector.
